To ask His Majesty's Government, further to the Reforming aviation consumer policy: protecting air passenger rights consultation, which ran from 31 January to 27 March 2022, what is their timetable for taking forward those reforms.
The Department published its response to the Aviation Consumer Policy Reform Consultation on 27 June 2023. This set out legislative and non-legislative measures Government will take forward for air passenger rights. This included removing the compensation cap for damaged wheelchairs on domestic UK flights, giving the CAA additional enforcement powers and improving complaint handling.
Legislative reforms will be taken forward when parliamentary time allows, and in the meantime, we intend to work with industry and stakeholders to continue to drive improvements for aviation consumers.

This is an industry led process where Train Operating Companies put forward proposals to close or change the opening hours of station ticket offices and launch passenger consultations. The independent passenger bodies, Transport Focus and London TravelWatch, are currently considering the consultation responses and will publish their response to each train operator’s proposals once the process has completed.

When proposing major changes to ticket office opening hours, including closures, operators are required to take into account the adequacy of the proposed alternatives in relation to the needs of passengers who are disabled, and to include this in the notice of the proposal sent to other operators and passenger groups.
Under the Ticketing and Settlement Agreement process, train operators are required to put notices at stations advising passengers of any proposals and what changes could mean for them. Train operators have also made information relating to their consultations available on their websites. We would expect train operating companies to make sure their consultations are accessible.

I can confirm that this is the same project for which the Isles of Scilly submitted a Levelling Up Fund bid for £48.4 million in June 2021.
DfT recognises the potential benefits of a hybrid vessel, which can accommodate both passengers and freights. These benefits will be considered to determine if a more frequent and efficient service can operate, and potentially be extended to run over the winter months.
I wrote to the current operator advising that the proposal received from Isles of Scilly Steamship Company, which sought to use public (levelling up) funding without the need of competition, did not meet the public procurement requirement in the context of the Levelling Up Fund. This position remains.
The Council of the Isles of Scilly are leading on the current survey to seek the islander’s preferences for value for money, fares and freight costs, and a year-round passenger service as opposed to a summer only service. DfT and the council have agreed that the results of this survey will be shared with the public once available.
The DfT have advised the Council of the Isles of Scilly that it will take the lead on finalising the ownership and delivery option for the Isles of Scilly Sea Links Project. The Council of the Isles of Scilly will remain the accountable body and will be required to submit any subsequent business case. As a levelling up funding project, the intention of DfT is that that project remains compliant with public procurement regulations. It also acknowledges the need for competition when procuring new vessels and operation of services.

No assessment has been made by the Department. However, LTN and traffic filter restrictions require traffic regulation orders (TROs), that must be made following the procedures set out in the Local Authorities' Traffic Orders (Procedure) (England and Wales) Regulations 1996. These already include a requirement for ongoing consultation and evaluation for six-months following the making of an experimental TRO.
If an authority wishes to make an experimental TRO permanent, there are additional consultation requirements as part of the process for making a permanent traffic order under section 1 of the 1984 Act.
