Business cases were undertaken for each major scheme contained within the Northern Hub programme. Before funding was agreed, the benefit:cost ratios were in the range of 2.1 to 4.2. These will be subject to change as each scheme reaches a further level of development.

The Northern franchise terminates at 2 am on 1 April 2014 and preliminary discussions with Northern Rail are under way. The TransPennine franchise does not terminate until 2 am on 1 April 2015 and preliminary discussions with First TransPennine Express are expected to commence later this year.

Department for Transport officials are currently considering options with local stakeholders for the provision of additional rolling stock on the Northern Franchise following completion of electrification. Following our consultation on Rail Decentralisation last year, 'Rail in the North' (RiN) submitted an expression of interest in taking responsibility for train services currently provided in the Northern and Trans Pennine Express franchises. Informal discussions are continuing at official level and we are currently expecting RiN to submit a detailed proposal later this year for our consideration.

Changes to timetables arising from the Northern Hub will be implemented in December 2016 and 2018. Consultation on proposed services for Mossley will take place before that date and no decisions has therefore yet been taken.
The Department has not undertaken any recent assessment of road capacity in north-west England. Since 2010, however, the Highways Agency has completed two annual assessments of the operation of all its strategic routes in the north of England in terms of delay, journey reliability, capacity, accidents and some environmental measures. The next assessment is due in spring next year.

The Department will remunerate fully bidders for the direct and reasonable costs of putting together their bids and expects this cost to be approximately £40 million. The Department expects additional costs from mobilising Directly Operated Railways (DOR), reissuing the tender and carrying out two independent reviews. The Department will monitor these costs closely and be fully transparent in keeping the House informed.

We are still considering responses from the recent consultation on the possibility of devolving decision-making on passenger rail services in England.
As we said in paragraph 4.65 of the Department for Transport's publication, Reforming our Railways: Putting the Customer First, CM 8313, in future Government will give greater flexibility to franchisees over the rolling stock decisions they make when bidding for franchises.
