Proceeding contribution from Andrew Pelling (Independent (affiliation)) in the House of Commons on Monday, 15 December 2008. It occurred during Queen's speech debate on Economy, Pensions and Welfare.
Economy, Pensions and Welfare
It is generous of the hon. Gentleman to give way to me a second time. He has shown that he is determined to use realistic policies to bring the economy out of trouble, but one of the problems for the banks is that they are so shocked by the losses that they have incurred, they are unwilling to risk any further losses. Would his loan guarantee scheme provide protection for the banks' initial losses? It is only by following that route that the scheme will be successful.
