I am more grateful for the last sentence the Minister uttered than for anything else that he has said. I listened carefully to what the noble Lord, Lord Prys-Davies, and the noble Baroness, Lady Finlay, said, and I share their concern. There is a gap where legislation should be in the public domain, but we have a black hole where people in Wales do not know what the correct law is. I hope that between now and Report the Minister will consider introducing a government amendment in order to make legislation accessible. The Minister’s reply deserves serious reading and consideration. Those of us who received information from organisations such as the BMA, the CAB and the Law Society will be contacting them to see whether the Minister’s reply satisfies their requirements. I am sure that we will come back to this on Report, as we believe legislation should be in the public domain and we are not yet convinced. However, I beg leave to withdraw the amendment.
