What procedures are operational to provide ministerial permission at short notice to waive the collection of tolls at the Severn bridge when requested in the interests of road safety & what procedures are available to waive the collection of tolls at the Severn bridge in order to speedily reduce tailbacks of traffic - (Holding answer 21 March 1989)
