Police forces have sought prosecutions for the offence of handling stolen goods where it is possible to do so. Officers have, however, experienced difficulties obtaining sufficient evidence with many scrap metal dealers claiming that they were unaware that the metals they were handling were stolen. Similarly, police forces have struggled to prove the theft of metals, with a common defence being metals were simply found rather than stolen.
The Scrap Metal Dealers Bill currently before the House will ensure that scrap metal dealers take steps to verify the seller's identification, as well as introducing more stringent rules concerning record keeping for all transactions. We believe that this will increase transparency across the industry and provide clearer records of the metals being purchased.
