Mr. Hancock: To ask the Secretary of State for the Environment, Transport and the Regions what has been the total cost of local government reorganisation in each of the last five years (a) in each county area and (b) to his Department. [58741] Ms Armstrong: Resources in the form of Supplementary Credit Approvals (SCAs) are made available to reorganising authorities under the local government reorganisation costs scheme. The SCAs issued to each authority under the schemes for 1994-95, 1995-96, 1996-97 and the maximum amounts issued under the 1998-99 scheme are set out in the table. The basis of the schemes for SCAs, which commenced in 1994-95 and will continue to 2000-2001, is that they are intended to assist authorities in the sort term with the funding of their set up costs, until savings and receipts are realised. The borrowing covered by these approvals must be repaid over a period of ten years, under the terms of the scheme. Therefore, a true assessment of the cost, if any, of local government reorganisation will not be possible for a number of years. The Government's expectation was that, in the longer term, the benefits would offset the costs, although it is acknowledged that much depends on the approach of the individual authority for which they are accountable to their electorate. We believe that SCAs will have covered the vast bulk of initial costs identified by authorities, under the bidding terms of the scheme, as unavoidable and arising directly from reorganisation.
