At the elections on 2 May, the Government centrally funded a national ‘sweep’ by Royal Mail of their mail centres to ensure that completed postal ballot packs were pulled out at mail centres on the evening of polling day and delivered directly to local Returning Officers.

The Government welcomes the Electoral Commission's interim report on the May 2023 polls, which shows that the vast majority of voters - 99.75% - cast their vote.
We will, as set out in legislation, be conducting an evaluation of the implementation of voter identification at the May polls. We are now analysing the Commission's data in more detail and conducting further research with electors and electoral administrators to understand the impact of the new rules. We will publish our evaluation in November.

Part of the reason is to spread awareness about the new voter ID regulations. We have given that additional funding to the Electoral Commission, as well as additional funding of more than £4 million to local authorities, to promote those additional measures locally. We do not want to price anyone out of democracy, but we must protect its integrity at all costs.

We all know that turnout can vary significantly from election to election because of a wide range of factors, so it is not possible to model robustly the impact of a single factor on voter turnout. That was noted by the Electoral Commission during its review of the 2019 voter identification pilots. Our measures were introduced to help protect the integrity of our democracy—something that every one of us in this House should seek to do.

Schedule 1 of the Elections Act 2022 sets out the forms of identification that will be accepted at polling stations in order to receive a ballot paper. Driving licences are an accepted form of identification, and this includes provisional driving licences.
Everyone who is eligible to vote will continue to have the opportunity to do so. Research has shown that the overwhelming majority of electors already have accepted identification. Any eligible voter who does not have one of the wide range of acceptable forms of photographic identification will be able to apply for a free Voter Authority Certificate from their local authority.
The Electoral Commission will deliver a national communications campaign for voter identification. Funding will be provided to local authorities to cover additional costs as a result of the changes, in line with established government policy. Further information will be announced in due course in the appropriate way.
A range of security features will be present on both the Voter Authority Certificate and Anonymous Elector's Document and these have been developed in conjunction with suppliers and HM Passport Office.
There will be overt security measures present to allow quick and easy confirmation should a document's validity be in question. However, it is established good practice not to publish the full details of all security features, as doing so would expose them to those who may attempt to forge or tamper with them. Withholding a degree of information is essential to ensure these documents' security remains intact.

Part 4 of the Elections Bill will restrict all third-party campaigning at elections (above a £700 de minimis) to UK-based (or otherwise eligible) campaigners. This measure will work to stop ineligible foreign spending on electoral campaigning.

UK electoral law already sets out a stringent regime of donations controls to ensure that only those with a legitimate interest in UK elections, such as UK electors or UK-registered companies, can make political donations.
Measures in the Elections Bill go even further to strengthen the controls against ineligible foreign spending on electoral campaigning.

I recently met with the Counsel General and Minister for the Constitution as part of the Interministerial Group on Elections and Registration to discuss the Elections Bill and wider matters relating to elections and registration. My predecessor met regularly with Counsel General and Minister for the Constitution both bilaterally, and as part of the Interministerial Group on Elections and Registration.
