The information requested falls within the responsibility of the National Statistician who has been asked to reply.Letter from Len Cook to Mr. Steve Webb, dated 27 June 2005:"As National Statistician, I have been asked to reply to your recent Parliamentary Question asking how many excess deaths were ascribed to hot weather in each year since 1980, broken down by age. (6565)""Death rates in England and Wales vary seasonally, being lower in summer than in the winter months. However, analyses of urban populations indicates that all-cause mortality rises during heatwaves. In most summers, temperatures do not get high enough to raise mortality from the usual seasonal low. The main exceptions in recent years were 1995 and 2003. The Office for National Statistics (ONS) has carried out special analysis into excess deaths during the 1995 and 2003 heatwaves. The analysis of the 1995 heatwave, published in the ““Journal of Epidemiology and Community Health”” in February 1998, found that there were an estimated 619 extra deaths in England and Wales between 30 July and 3 August compared to the expected number of deaths based on the 31-day moving average for that period. The analysis found that excess deaths were apparent in all age-groups. The analysis of the 2003 heatwave, published in ““Health Statistics Quarterly 25”” in February 2005, found that there were 2,091 excess deaths in England between 4 and 13 August compared to the average for the same period in the previous five years. The analysis found that the elderly (aged 75 and over) were most affected by the heatwave."

Letter from Len Cook to Mr. Steven Webb, dated 8 November 2000: As National Statistician I have been asked to reply to your parliamentary question asking for an estimate of the numbers of excess winter deaths which occurred in 1999-2000, providing a breakdown for each English region, Scotland, Wales and the GB figure by age band, and for corresponding estimates for each of the last five years. Figures are provided in the attached table for English Government Office Regions and for Wales. Figures are also provided for Great Britain but were only readily obtainable for all ages. Figures for Scotland are now the responsibility of the Scottish Executive. The figures for winter 1999-2000 are provisional and will only be finalised in October 2001 when data for all deaths occurring in 2000 becomes complete. Excess winter deaths are defined by National Statistics as the difference between the number of deaths during the four winter months (December to March) and the average number of deaths during the preceding autumn (August to November) and the following summer (April to July). A breakdown of deaths by influenza, and other selected causes, is given in the attached table for the last five winters for which final figures are available. Influenza activity is known to lead to an increase in respiratory deaths generally, and not just influenza deaths. The figures presented are for all deaths occurring in England and Wales. These include deaths of non-residents, which were not included in the regional figures provided in the previous response. Excess winter deaths are defined by ONS as the difference between the number of deaths during the four winter months (December to March) and the average number of deaths during the preceding autumn (August to November) and the following summer (April to July). Letter from Tim Holt to Mr. Steve Webb, dated 19 January 2000: As Director of the Office for National Statistics (ONS), I have been asked to reply to your recent parliamentary question, pursuant to my answer of 20 December 1999, Official Report, column 436W, on excess winter deaths, to provide a breakdown by age for each year of data. The information requested is provided in the attached table for all deaths occurring in England and Wales. These figures include deaths of non-residents, which were not included in the regional figures provided in the previous response. Excess winter deaths are defined by ONS as the difference between the number of deaths during the four winter months (December to March) and the average number of deaths during the preceding autumn (August to November) and the following summer (April to July). Excess winter deaths are defined by the ONS as the difference between the number of deaths during the four winter months (December to March) and the average number of deaths during the preceding autumn (August to November) and the following summer (April to July). Figures for Scotland are now the responsibility of the Scottish Executive. Figures are provided in the attached table for England, Wales and Northern Ireland. Numbers of excess winter deaths can vary greatly from year to year, depending, for example, on the winter's severity or the occurrence of infectious disease epidemics. Figures are therefore presented for years 1988/89 to 1998/99. The figures for the final year are provisional.
