The Prime Minister: [holding answer 18 May 2000]:
My office is directly responsible for only one internet site; the 10 Downing street internet site. The design of the site cost
£55,000. A further £20,000 was needed to upgrade computer equipment within No. 10. The total start-up costs for the new site came to
£75,000. Pay and running costs of £32,000 have been incurred to date during the current financial year.
The 10 Downing street internet site currently covers over 20 topics. It can be viewed at http://www.pm.gov.uk. The site has averaged
2 1/2 million hits per week over the last three months. Estimated expenditure for the next three years is not available.

Mr. Maclennan: To ask the Minister of Agriculture, Fisheries and Food what his Department's policy is on (a) advertising and (b)

Mr. Morley: [holding answer 19 May 2000]: As far as core MAFF, its agencies and non-departmental public bodies are concerned, the
current position is that there is no commercial advertising or sponsorship on websites.
The acceptance of advertising and the acknowledgement of sponsors by MAFF Non-Departmental public bodies are matters for the
discretion of the Accounting Officer of the Non-Departmental public body concerned.
The British Potato Council and the Home Grown Cereals Authority both acknowledge their IT consultants as suppliers. No revenue is
received.
The Royal Botanic Gardens, Kew acknowledges on its website the following companies, including Trusts and Foundations, who have
supported the Millennium Seed Bank Project: Millennium Commission, Wellcome Trust, Orange plc, The Esmee Fairburn Charitable Trust,
Glaxo Wellcome plc, The Maurice Laing Foundation, The Rufford Foundation, Tate and Lyle plc and the Philecology Trust. The total
revenue received from sponsors since 1997 is as follows.

Mr. Ingram: The Northern Ireland Civil Service policy on web advertising and sponsorship has not yet been published but will follow
the line which has been developed by the Central Information Unit in the Cabinet Office which is as follows: Government sites are
permitted to carry advertising. In designing pages, departments and agencies should ensure that advertisers' branding does not
detract from the effectiveness and appearance of their own branding or that of the government as a whole. Particular attention
should be given to avoid any implication of endorsement of products or services or of contradiction between government messages and
those of advertisers.
Only two Northern Ireland departmental websites carry the logos of companies. The Roads Service traffic camera site contains the
logo of Peregrine Associates; and the Greenmount Agricultural College web page carries logos of the Northern Bank Group, Richardsons
Fertilizers, Thompsons and United Dairy Farmers.
No revenue was, or is being, received from the inclusion of these logos.

Dr. Moonie: [holding answer 19 April 2000]: My Department's policies on advertising and sponsorship of its Departmental websites
come under the existing conventions on Government publishing and advertising as set out in the Guidance on the Work of the
Government Information Service, which can be found at http:// www.cabinet-office.gov.uk/central/1999/workgis/index.htm. The
Department's websites are subject to the policy guidelines issued by the Cabinet Office on the use, management and design of
Government websites. These guidelines are available at http://www.iagchampions. gov.uk/guidelines/websites. They permit the use of
advertisements and sponsorship on Government websites.
No advertisements and no sponsorship acknowledgements which generate revenue appear on the Department's principal websites, nor have
there been any in the past. To the best of my knowledge this applies also to the websites maintained by individual Defence Agencies,
units and non-departmental public bodies.
Where a company has sponsored a major Service event and a related web page exists on one of the Department's websites, that page has
on occasion included the company's logo which in some cases links to the company's own website. This has been the case with some
events announced on the Royal Navy and British Army websites, but no revenue has been generated by the appearance of logos. The
websites for the Red Arrows and Blue Eagles aerobatic teams have been provided at no cost by commercial web designers Deltaweb, who
provide a link to their own site. Some other sites, designed under contract, include acknowledgements and links to their designers'
own websites.
The Ministry of Defence's main website includes a search facility provided free of charge by the International Relations and
Security Network and Eurospider Information Technology AG, under the auspices of NATO's Partnership for Peace initiative. The Met.
Office website similarly uses free search facilities provided by Excite.com. Links are provided to their websites. No revenue has
been generated in the process.
The British Defence Staff (Washington) has a specific responsibility to promote UK defence exports to the United States. In pursuit
of this objective, the BDS(W) website promotes specific items of defence equipment and its manufacturers. In addition the site
search facility is presently advertiser-supported but provided free of charge by freefind.com.
Of the Department's non-departmental public bodies, the Royal Navy Submarine Museum currently includes links to BAe Systems to
recognise sponsorship of museum exhibits. However, no revenue has been generated by the appearance of the relevant logos and links
on the website.

Ms Hewitt: [holding answer 19 April 2000]: The Department of Trade and Industry's policy on advertising on websites follows the
guidance in the Central IT Unit's "Framework policy and guidelines for the use, management and design of public sector websites"
(published last December as part of the e-government strategy). These state: Government sites are permitted to carry advertising. In
designing pages, departments and agencies should ensure that advertisers' branding does not detract from the effectiveness and
appearance of their own branding or that of government as a whole. Particular attention should be given to avoiding any implications
of endorsement of products or services or of contradiction between government messages and those of contractors.
On sponsorship, the DTI also follows Cabinet Office guidance. The same policy is applied to websites as is applied to other forms of
publication. In summary, sponsorship support can be sought where there is going to be a significant net benefit to the Department,
at no detriment to the public interest. Any sponsorship arrangements are dealt with in ways that are even-handed and open, and on
the basis that they must not conflict with the Department's regulatory and enforcement functions or appear to endorse a particular
company, product or service.
In applying these policies, a number of DTI sites have been prepared in partnership with private sector organisations in return for
acknowledgement of this sponsorship on the site. In a number of cases, sites delivering the objectives of the Department are run and
financed by private sector companies which are allowed to enter advertising and sponsorship arrangements with others. Compiling a
comprehensive list of companies which have been involved in such arrangements to date would incur disproportionate cost.
No direct revenue has been received to date from either advertising or sponsorship.
None of the non-departmental public bodies for which the Department is responsible has accepted advertising or acknowledged
sponsorship from companies on its website. I have asked the Chief Executives of the Department's agencies to write to the hon.
Member separately where they have a substantive reply.

I have been asked to reply to your recently tabled Parliamentary Question to the Secretary of State for Trade and Industry in
respect of Companies House Executive Agency.
(i) It is Companies House policy not to carry advertising on our web site.
(ii) Companies House web site is not sponsored.
(iii) As we have no advertisements or sponsors on our web site, I confirm we have received no revenue from this source for retention
within our budgets.

You tabled a Parliamentary Question on 13 April 2000 to the Secretary of State for Trade and Industry concerning the policy on
sponsorship, advertising and any resulting revenue, for web sites operated by the department and its executive agencies. I have been
asked to reply in respect of the Employment Tribunals Service (ETS) which is an executive agency of the DTI.
The Employment Tribunals Service provides the administrative support to the Employment Tribunals and Employment Appeal Tribunals. As
such, no advertising would be permitted, nor any sponsorship sought, for any site maintained or contributed to by the agency.
The agency has a small entry on the main DTI web site. The only web site directly maintained by the agency is that of the Employment
Appeal Tribunal although a parallel site for the Employment Tribunals is under consideration.

The Secretary of State for Trade and Industry has asked me to reply on behalf of the Radiocommunications Agency to your
Parliamentary Question about advertising and company sponsorship on the RA website.
It is the policy of Radiocommunications Agency not to accept advertising or company sponsorship on its website.
No such advertisements or sponsorship have been placed on the RA website and no revenue for such services has been received by the
Agency.

The Secretary of State for Trade and Industry has asked me to reply on behalf of NWML to your question regarding
advertising/sponsorship on our web site.
The NWML website currently does not carry any sponsorship or advertising. The site has been set up to transfer knowledge to NWML's
stakeholders-Trading Standards Officers, weighing and measuring equipment manufacturers, DTI, other customers and interested
parties.
If in the future NWML was approached by a potential sponsor or advertiser, the idea would be thoroughly considered because it may
provide an opportunity to raise additional revenue, however it would not be at the detriment of the quality of information provided
to NWML's stakeholders.

I have been asked to reply in respect of the Small Business Service to your recently tabled Parliamentary Question to the Secretary
of State for Trade and Industry, about advertising and sponsorship on Departmental websites.
The SBS website has no plans to allow advertising at present and no adverts have been placed on the site. The site does not carry
any references to sponsorship.
The Enterprise Zone website is a gateway to business information for SMEs. It narrows down the mass of information available on the
Internet to the most relevant, providing a single point of access to useful information. Launched in 1997 by the DTI and supported
by Business Links, it is maintained and operated by the Dialog Corporation plc. DTI's agreement with Dialog allows the company to
enter into normal, commercial arrangements with advertisers--to which the Department is not a party. The financial details of such
arrangements are subject to commercial confidentiality.

Mr. Chris Smith: My Department's policy on website advertising is in accordance with that set out in the Framework policy and
guidelines for the use, management and design of public sector websites, which forms part of the e-government strategy.
My Department's policy on website sponsorship is the same as that which applies to any other form of Departmental publication.
No advertisements have appeared on the Departmental or agency websites in the period mentioned. Nor have any website sponsorship
arrangements been entered into.
Information on the non-departmental public body sites could be provided only at disproportionate cost.

Ms Stuart: The Department complies with the "Framework Policy and Guidelines for Government Websites" published by the Central
Information Technology Unit of the Cabinet Office. This allows for advertising and sponsorship on departmental web pages but advises
that in many contexts this may not be appropriate.
The Department, its agencies and non-departmental bodies do not carry advertising or sponsorship on their websites. Some hyperlinks
to free internet products do appear when it is judged that these may enhance viewing of the sites, for example to the free Adobe
Acrobat viewer, but no revenue is received by the Department or its agencies and non-departmental bodies in return for these
hyperlinks.
Some National Health Service websites mention companies who have provided services to assist in the development of the site.
Examples include the site set up to mark the 50th anniversary of the NHS and NHS Direct Online. In these instances, the
"sponsorship" is in the form of provision of technical services, and relationships such as these enable the NHS to get the best
possible value for its web developments. In these cases, the NHS receives the technical service free of charge and does not obtain
revenue for mention of company names or display of company logos.

Angela Eagle: This Department's policy is to follow the guidance on advertising given in the Framework policy and guidelines for the
use, management and design of public sector websites, laid down by CITU (Central Information Technology Unit).
This department does not presently carry advertising on its websites.
The Appeals Service, which is one of the Department's Agencies, does have a list of links to commercial legal sites which are
considered most useful to those that may use the site but these links are not there on a basis of any commercial agreement.

Ms Beverley Hughes: The DETR's policy for its main website complies with the Cabinet Office's framework policy and guidelines for
the use, management and design of public sector websites. These form part of the e-government strategy (formerly known as the
Government corporate IT strategy). Copies of this document are available from the Library of the House.
DETR's main website has not so far carried any advertising nor been sponsored by companies. Were we to accept sponsorship, it would
be subject to the policy for other forms of publication, which is in line with the Cabinet Office note "Guidance for Departments on
Sponsorship", May 1997. Copies of this document are also available form the Library of the House.
Above all, acknowledgement of any sponsorship would not imply any endorsement of the sponsor's goods or services, nor be open to
misinterpretation as influencing policy making.
It will take longer to gather information requested in respect of the Department's Agencies and NDPBs. I will write to the hon.
Member with this information and place a copy in the Library in due course.

Mr. Straw: My Department's policy follows the guidance given in the Framework policy and guidelines for the use, management and
design of public sector websites. This document, which forms part of the e-government strategy, can be found on the website of the
Information Age Government Champions. The official websites of my Department and its executive agencies do not currently carry any
advertising or company sponsorship and have never done so in the past. The non-departmental public bodies have set up their own
websites independently of the Home Office in most cases. The information requested for these bodies is not held centrally and could
be provided only at disproportionate cost.

Mr. Timms: The Chancellor of the Exchequer's Department have not accepted advertising on, nor sponsorship for, their websites.
Therefore, the Departments have not received income to retain.
However, if they were to accept advertising or sponsorship they would follow the practice laid down in the Government website
standards and the standards that are applied to all other forms of publicity.

Dr. Reid: Government websites are permitted to carry advertising but my Department has not yet decided whether to do so. Any
development of the Scotland Office website will be within the framework of the e-government strategy for public sector websites.

been generated.

Mr. Ingram: [holding answer 4 April 2000]: The Northern Ireland Public Service Web Site was developed with the intention of
providing the public with a mechanism for quickly accessing information relating to Northern Ireland Office, Departments, Agencies,
Non-Departmental Public Bodies and Commissions.
(a) Expenditure incurred setting up the Northern Ireland Public Service Web Site. The initial set up costs for the NICS Web Server
amounted to £8,500 capital expenditure in 1997. Staff costs associated with the set up are not available.
(b) Expenditure incurred in the operation of the Northern Ireland Public Service Web Site. The expenditure incurred in 1999-2000
will be £287,080 broken down as follows: Maintenance £8,500. Connection to the Internet Service Provider (ISP) £36,080. Ongoing
development £195,000. Replacement Web Servers £47,500 (i) The topics covered by the Northern Ireland Public Service Web Site are

Mr. Maclennan: To ask the Secretary of State for Foreign and Commonwealth Affairs which companies have placed advertisements on
websites funded by his Department, its agencies and non-departmental public bodies; how much revenue has been generated for each
financial year since 1997 from such advertisements; and what use has been made of that revenue by his Department. [116597]
Mr. Hain: No companies have placed advertisements on websites funded by the Foreign and Commonwealth Office, its agencies and
non-departmental public bodies.
Two companies have sponsored the Planet Britain website (www.planet-britain.org). Eagle Star contributed £35,000 to the costs of the
1998 website and accompanying CD-ROM while Glaxo Wellcome contributed £6,000 to both the 1998 and 2000 versions of the Planet
Britain website. The logos of the two companies appear on the website.

Mr. Maclennan: To ask the Secretary of State for Culture, Media and Sport if he will list the expenditure incurred by his
Department, agencies and non- departmental public bodies on (a) the setting up and (b) the operation of websites, indicating the
cases in which the expenditure has been above that budgeted; and if he will list for each website (i) the topics that have been
covered, (ii) the current average number of hits per month and (iii) the estimated expenditure on each website for each of the next
three years. [116202]
Mr. Chris Smith: The Department's new website www.culture.gov.uk was launched on 28 February.
It is designed to meet customer requirements--allowing new and regular visitors to discover more about the cultural assets of this
country and the role of the Department within Government. It is a portal site which guides the browser through an array of
governmental, public body and other cultural and sporting sites. The Department's news releases, publications, consultation papers
and extensive contact information are all available on the site.
The site cost £80,000 to redevelop. This included costs for: tendering the work; site redesign and development; the introduction of
a text only version of the site to help users with visual disabilities; the introduction of a search engine; and the incorporation
of a previously separate lottery site which allows browsers to have access to information about every lottery award made since the
introduction of the National Lottery.
The cost of the site redevelopment was met from the Department's 1999-2000 publicity budget--which was within budget for the year.
The operation of the site was within the budgeted £40,000. The new site averages 34,000 hits per day, or just under 1,000 visitors
per day.
Expenditure in future years to maintain the site is as given above. There are no current plans for further redevelopment of the
site.
Information on the costs of non-departmental public body sites could be provided only at disproportionate cost.
