The 2007 Comprehensive Spending Review required us to reduce our spending by over £1 billion by 2011. We are working hard to develop robust plans to streamline our business, cutting out unnecessary overheads and non-essential projects to remove duplication of effort and increase efficiency. The Department is currently conducting the necessary due diligence on its initial scoping work and we cannot yet provide accurate information on workforce projections. However, our approach to the use of agency staff and contractors will be to limit their use to essential tasks only and where it is cost effective for the Department to employ them, rather than permanent members of staff.

There is currently a requirement across the Prison Service, including vacancies, for 53,717 posts. This figure does not include the National Offender Management Service headquarters. Projections for 2011 are under consideration.The National Probation Service comprises 42 boards and trusts each of which functions as a separate employer. Employment data is supplied to NOMS in the form of full-time equivalent (FTE) staff and vacancies rather than posts since this is considered to be the most accurate workforce measure. The latest available figures show there were 20,894 FTE staff in post in the National Probation Service on 31 December 2007. In addition, there were 343.11 FTE vacancies. These figures do not include the National Offender Management Service headquarters.NOMS is currently rolling out an IT based HR Data Warehouse to the 42 probation boards and trusts. When this is fully implemented early in 2009, NOMS will be in a position to collate FTE workforce information on a monthly basis.Projections of staffing requirements for 2011 will be determined by the individual probation boards and trusts based on local workforce requirements and available resources. Efficiency initiatives will impact by the year 2011, however it is too early to project accurate figures.

As at September 2008 there were 19,474 permanent full-time equivalent on strength members of staff employed by Her Majesty's Courts Service (HMCS).It has been clear since the publication of MoJ's CSR07 settlement that the Department and its constituent bodies, including HMCS, would have to cut budgets. The efficiency savings plan for MOJ for 2008-09 is currently under way.We are working up over the next few months the performance and efficiency plan for MoJ and its constituent bodies, including HMCS, to cover 2009-10 and 2010-11.We expect there to be a reduction in headcount in HMCS parts of MoJ but we expect a large part of that to come from reductions in agency staff and contractors. Exact numbers will only be available once we have completed our planning exercise.We will aim to match courts work better to the changing pattern of demand and do not have any current plans to close courts.

Information is not available to answer this question as staffing requirements are currently being reviewed throughout the probation service.To date, long-term work force planning has been conducted in a limited manner within the probation service and has largely been undertaken in concert with the annual intake on to the Diploma in Probation Studies (DiPS), which is led by NOMS probation area co-ordination unit. Responsibility for all other recruitment and work force planning rests with each of the individual probation areas. With the forthcoming cessation of the DiPS and the development and implementation of its replacement, the process by which work force planning will be conducted nationally and locally, is currently being reviewed in order to align it to future arrangements.
