Valerie Davey:: To ask the Deputy Prime Minister what additional freedoms and flexibilities he expects to be able to give to high performing councils. [86346] Mr. Raynsford: For the very best authorities there will be no ring-fencing of funding (other than grants passed to schools); a three year `inspection holiday'; removal of almost all requirements to produce plans and an opportunity to discuss with Government further freedoms through an Innovations Forum.
