Dr. Jack Cunningham: To ask the Secretary of State for Work and Pensions (1) what the rate of take-up of pension credit is in (a) Copeland, (b) Cumbria and (c) the UK; and if he will make a statement; [182807] (2) how many pensioners in (a) Copeland and (b) Cumbria he estimates have gained as a result of pension credit; and if he will make a statement. [182808] Malcolm Wicks: Information on numbers of households eligible for pension credit is not available at county or constituency level. However, we estimate that approximately 3.75 million households in Great Britain and approximately 500,000 households in the north west region (rounded to the nearest 50,000) are likely to be eligible for pension credit in 2004-05. Information on the numbers of pension credit recipients and people gaining as a result of pension credit is given in the following table. Those gaining are defined as recipients of the savings element of pension credit, plus those recipients of the guarantee element only who were not previously claiming minimum income guarantee and who were aged 60 prior to 6 October 2003. We have now published a review of the pension credit campaign to the end of May 2004. This shows that pension credit is playing a vital role in helping to give more money to the people who need it most. Over three million pensioners are now benefiting, with over 2.2 million individuals receiving more money than they did before. The review has been placed in the Library. [182809] Jane Kennedy: The administration of Jobcentre Plus is a matter for the Chief Executive of Jobcentre Plus, David Anderson. He will write to the hon. Member. Letter from David Anderson to Dr. Jack Cunningham, dated 13 July 2004: The Secretary of State has asked me to reply to your question concerning the progress of developing Jobcentre Plus in Cumbria. This is something which falls within the responsibilities delegated to me as Chief Executive of Jobcentre Plus. I am pleased to tell you that Cumbria District is part of the 2003/ 2004 Roll-Out Programme and by October 2004, Cumbria District will be operating a full range of Jobcentre Plus services. Cumbria currently has a full range of face to face services established in Carlisle, Maryport, Workington, Penrith, Keswick, Cockermouth, Cleator Moor, Millom, Ulverston, Kendal and Barrow. The joint Private Finance Initiative with Copeland Borough Council is on target to provide Whitehaven with a new Jobcentre Plus office in October 2004. The plan for Jobcentre Plus in Cumbria has included the closure of the former Jobcentre sites in Kendal and Windermere. However, a new Jobcentre Plus site was opened in Kendal on 19 April 2004. Customers from Windermere still have access to Jobcentre Plus services by the provision of a Jobpoint and Customer Access Phones based within Ambleside Library. I have asked the acting District Manager for Cumbria Jobcentre Plus to keep you informed of progress. I hope this is helpful.

Dr. Jack Cunningham: To ask the Secretary of State for Environment, Food and Rural Affairs (1) what discussions she has had with (a) the Scottish Executive, (b) the Scottish Environmental Protection Agency and (c) the United Kingdom Atomic Energy Authority about proposals by the latter to transfer low level radioactive waste from Dounreay to Drigg; why the application for a licence was not advertised in England; and if she will make a statement; [160504] (2) whether she has agreed to proposals by the United Kingdom Atomic Energy Authority to transfer radioactive waste from Dounreay to Drigg in Cumbria. [160505] Mr. Morley: [holding answer 15 March 2004]: The Secretary of State has not had discussions with the Scottish Executive, the Scottish Environment Protection Agency (SEPA) or the United Kingdom Atomic Energy Authority (UKAEA) about these proposals. The low-level radioactive waste (LLW) disposal site at Drigg in Cumbria is owned by BNFL and is operated by the company on a commercial basis as a United Kingdom facility. BNFL hold an authorisation from the Environment Agency to dispose of LLW at Drigg. I understand that the proposed transfer of waste from Dounreay to Drigg could be accommodated within BNFL's existing authorisation for the site. I also understand that the consultation arrangements adopted in this case were consistent with those for other such transfers to Drigg from sites throughout the United Kingdom. It was not, therefore, considered necessary by the regulators to advertise this application in England. I understand from the Environment Agency that they intend to carry out a comprehensive review of BNFL's authorisation for Drigg later this year. As part of this review, full public consultations will be undertaken. The application by UKAEA to transfer LLW to Drigg has been made to SEPA, whose responsibility it is to determine the application under the provisions of the Radioactive Substances Act 1993, subject to the powers of Scottish Ministers. Given that Drigg is operated as a United Kingdom facility and that its existing authorisation is sufficient to cover the proposed transfer, it is not necessary for the Secretary of State to be involved in determining UKAEA's current application.

[146503] Alun Michael: [holding answer 12 January 2004]: Other than the June annual Agricultural Census, which amongst other things records the number of animals present on holdings on the designated census day, no specific assessment has been made of the recovery of livestock farming in Copeland and Cumbria since January 2002. However, data from the Agricultural Census of June 20021 shows that in Cumbria there has been an increase in livestock numbers compared with June 2001, while in Copeland the position remained broadly similar. Dr. Jack Cunningham: To ask the Secretary of State for Environment, Food and Rural Affairs what statutory responsibilities apply to (a) owners of private water supplies and (b) local authorities to ensure that water supplied for domestic consumption meets legal requirements in respect of (i) lead content and (ii) coliforms; what action they are required to take to ensure that water supplies which fail to meet required standards are improved; and if she will make a statement. [142446] Mr. Morley: Any person who supplies water in connection with a commercial use is under a general duty of care to consumers, whether the supplier is a commercial supplier or is someone who offers occasional bed and breakfast facilities in their own home. A local authority has a general duty to take steps to keep themselves informed about the wholesomeness and sufficiency of water supplies, including every private water supply, to premises in their area. A supply is normally wholesome if it meets the standards set by the Private Water Supplies Regulations 1991, which include a maximum permitted concentration for lead and a standard of nil coliform bacteria. Local authorities have a duty to monitor private water supplies at the frequencies set out in the Private Water Supplies Regulations 1991. Frequency depends on daily volume of supply or numbers of consumers. There is no statutory monitoring of private supplies that serve single dwellings solely for the daily domestic use of the occupants. Authorities prefer to advise such consumers informally where a supply is unwholesome. Where a private supply is unwholesome, a local authority may serve a private supply notice, specifying remedial steps, or one or more "relevant persons". The steps may, for example, include installing a water treatment system, replacing lead pipework or taking protective measures at the source to prevent contamination. Such persons may be owners or occupiers of premises supplied by the private supply, or of premises where the source of the supply is situated, or persons exercising management or control in relation to the source.
