The techniques referred to in the Question at (a), (c) and (d), are known as ““breakaway techniques””. They are approved for the purpose of self-defence, where the life of the member of staff is at serious risk. Data provided by the Youth Justice Board indicate that none of these techniques has been used in secure training centres during the past three years.
The techniques referred to at (b) and (e) in the Question, involving pressure to the ribs or thumb, are known as ““distraction techniques””. Distraction techniques are for use where a trainee is being extremely violent and it is not possible to apply one of the ordinary restraint holds without first causing the trainee to disengage. They are for use only in exceptional circumstances.
Between April 2006 and March 2009 the rib distraction technique was used seven times and the thumb distraction technique 96 times. This is the most recent three-year period for which figures are available. These data have been supplied by the Youth Justice Board and have been drawn from administrative IT systems, which, as with any large-scale recording system, are subject to possible errors with data entry and processing and may be subject to change over time.

The police and Crown Prosecution Service consider that the arguments contained in the Explanatory Memorandum to the draft Statutory Instrument Prevention and Suppression of Terrorism—Terrorism Act 2008 (Disapplication of Section 25) Order 2010 remain valid. The Government agreed to renew the 28 day renewal order on a temporary basis for six months, while the review of counterterrorism powers considers the important issues involved.

Yes. The Government have announced that they are conducting a review of six counterterrorism and security measures and pre-charge detention is part of that review. The fact that the power has not been used for some time will be one of the considerations.

During the calendar year 2006, criminal proceedings were taken against 126,000 youths (source: Criminal Statistics for England and Wales, Volume 1, Proceedings in Magistrates' Courts, Table S1.1E). Each criminal proceeding recorded involved at least one hearing before a criminal court. Based on figures for the calendar year 2007, approximately 95,000 youths currently apply for legal aid, out of which only 1,600 are unsuccessful.
Her Majesty's Courts Service has estimated that the total average cost of assessing each legal aid application from a youth during the calendar year 2007 was £10.74. Removing the ““interests of justice”” test from the application form is estimated to save £2.27 per application.
If in removing the ““interests of justice”” test, only the 1,600 who currently apply and fail were to secure legal aid, this would generate total administrative savings of £216,000, although the additional representation orders would place a burden on the Legal Aid Fund of £880,000.
However, if 10 per cent of the 31,000 youths who do not currently apply for legal aid choose to do so, knowing that they would now qualify, it is estimated that the additional cost in processing these applications would be £26,000 and that the cost of granting the additional representation orders would be £1.7 million.
If all 31,000 youths were to apply, it is estimated that the additional cost in processing the applications would be £260,000 with an additional cost to the Legal Aid Fund in granting the applications of £17 million.

My Lords, the power of search without warrant is granted under individual enactments by Parliament to ensure that the purpose of such legislation can be effectively enforced. We would consider removing any enforcement powersif they were no longer considered relevant or appropriate, but there are no current plans to reduce the number of bodies exercising their statutory powers of search without warrant.

My Lords, data on whether persons with a profile on the National DNA Database have been convicted of any offence are not held on the DNA database. Such data are held on the Police National Computer—PNC—but are not routinely available. The Home Office, ACPO and PITO are holding discussions on the possibility of being able to provide such information from the PNC in future.

The Ministry of Defence is aware of US studies which suggest a possible link between autonomic dysfunction and symptoms in unwell veterans of the 1990–91 Gulf conflict. We are also aware of other studies which have found no such link and look forward to the publication of results from further studies currently underway.In its 2003 review of research into Gulf veterans’ illnesses, the Medical Research Council advised that there is no substantive evidence of such a link and no further research in this area was recommended. The results of an earlier MoD-sponsored study in this area, which found no objective abnormalities of the autonomic nervous system, neuromuscular transmission, or skeletal muscles in symptomatic veterans, were published in the journal Neurology on 26 November 2002.
