The table below shows the number of conducted D1 driving tests by customers aged 24 and under, and 25 and over. This data is also split by tests conducted by the Driver and Vehicle Standards Agency (DVSA) and by delegated examiners.

By way of context, the lower number of D1 tests conducted for candidates aged 24 and under is considered to reflect the level of demand from that age group. In addition, D1 is a vocational entitlement, and the minimum age is generally 21.

The Department has not made a specific assessment of the relationship between the age of commercial minibus drivers and collision risk. The Driver Licensing Call for Evidence published in 2023 considered a range of driver licensing issues. The summary of responses noted that the available evidence was not sufficiently robust to support changes to policy, and no further action was taken. That exercise did not specifically assess the relationship between age and collision risk for commercial minibus drivers.
The Department has not undertaken a specific assessment of the potential merits of changing the minimum age requirements for driving a commercial minibus on a professional basis. Driver licensing policy, including minimum age requirements, is kept under review. Any future changes would be informed by a robust evidence base, including consideration of road safety impacts.

The Government publishes guidance to support the correct and safe use of section 19 and section 22 permits, including recommended vehicle maintenance arrangements. Vehicles operated under permits should have regular safety inspections, at least every 10 weeks, in addition to daily walkaround checks, regular servicing and annual MOTs.
The guidance further notes that all drivers should be aware of the risk to passenger safety from driving when tired and that it is not sensible to start a long trip after a full day’s work, whether that work involves driving or not. In 2013, the Government also published guidance specifically for schools and local authorities on driving school minibuses.

To ask His Majesty's Government what plans, if any, they have to revise section 19 of the Transport Act 1985 to require those driving school minibuses to hold a professional driving qualification or equivalent.
The Transport Act 1985 permit system was designed to recognise the value of not-for profit organisations that provide services for community, social and charitable benefit including schools and the wider education sector.
Whilst there are no immediate plans to alter the section 19 and section 22 permit system, ensuring the arrangements work well and are safe is something that is regularly under consideration.
