Tackling affordability is this Government's number one priority and we’ve made significant interventions to provide direct support with household energy bills.
At last year's Budget the Government removed policy costs from them worth an average £150 a year, with those reductions now factored into future bills for years to come.
In July, one of the new Prime Minister’s first actions was to remove VAT from domestic electricity bills for six months from 1 October, reducing the annual Ofgem price cap by around £45 and benefiting all households automatically, including those on fixed tariffs and prepayment meters.
These actions followed a significant expansion of the £150 Warm Homes Discount to six million households last winter, and confirming that level of support over the rest of the decade.
In terms of longer term support, the Government is expanding support for home energy upgrades including insulation through the £15 billion Warm Homes Plan, the biggest public investment in home upgrades in British history. Low-income households can access fully-funded grants through the Warm Homes: Local Grant and the Warm Homes: Social Housing Fund.

This Government is committed to a fair, affordable and accessible water system and are acting to protect vulnerable customers from rising bills, while balancing affordability with the need for investment to secure clean and reliable water services and improve the environment. Support Schemes, including WaterSure, social tariffs and debt assistance, are available for vulnerable customers.
Smart meters will provide customers in England with greater control over billing. The Government is working with Ofwat to monitor the impact smart meters will have on billing, as well as working with the Smart Water Meter Delivery Group (SWMDG) to ensure that the benefits of smart meters are realised for customers.

To ask the Secretary of State for Environment, Food and Rural Affairs, what is her policy on the use of surge pricing for household water bills, and what plans she has to to stop the introduction of (a) seasonal water metering and (b) rising block tariffs.
The Government has no plans to introduce surge pricing for household water bills and no plans to mandate the wider use of seasonal tariffs or rising block tariffs during the current price review period.
To ask the Secretary of State for Energy Security and Net Zero, what assessment she has made of the potential impact of fuel poverty on households with sub-metered energy supplies that are not able to access the Warm Home Discount.
To ask the Secretary of State for Energy Security and Net Zero, what assessment she has made of the potential impact of fuel poverty on households with sub-metered energy supplies that are not able to access the Warm Home Discount.
The Government recognises the challenges faced by low-income households whose energy is supplied through sub-metering arrangements.
Eligibility for the Warm Home Discount requires the bill payer, or their partner, to receive a qualifying means-tested benefit and to be named on the electricity bill. Where tenants are not named on the bill, they may be unable to receive the rebate. The Government has confirmed that the £150 Warm Home Discount will continue until winter 2030/31 and will keep under consideration how energy support can most effectively reach households without a direct domestic supply relationship.
Tenants may also be supported through Warm Home Discount Industry Initiatives. These include energy efficiency measures, energy advice, boiler and central heating replacements, financial assistance payments, debt write-off, and benefit entitlement checks. The government has also introduced the £1 billion Crisis and Resilience fund which replaces the Household Support Fund in England, providing support with cost-of-living pressures. We recommend any household struggling to pay for their essentials contacts their local authority to see if they are eligible for this support.

Ofgem’s supply licence conditions require energy suppliers to take all reasonable steps to communicate the principal terms of an energy contract in plain and intelligible language.
Licence conditions also require suppliers to treat customers fairly, provide tariff information in a way that is complete, accurate and not misleading, and comply with rules on marketing, sales and contract information. Ofgem is responsible for monitoring and enforcing supplier compliance with these obligations.

Smart meters automatically send accurate readings to energy suppliers, removing the need for consumers, including those with poor mobility or older consumers, to take manual readings and helping ensure bills are based on actual rather than estimated usage.
In-home displays also provide near-real-time information on energy use and costs, helping consumers understand how to use less energy and save on their bills.
As recently announced, VAT will be removed from domestic electricity bills from October 1st, taking an expected £45 off October’s yearly Ofgem price cap and adding to the £150 removed from bills last Budget, now factored into bills.

Smart meters unlock flexible time-of-use tariffs that incentivise consumers to shift consumption to off-peak periods when overall demand is low and can pay them to use energy when there is surplus on the grid, such as on sunny or windy days. Consumers with these tariffs are not required to use energy at set times.
Ofgem’s supply licence conditions require suppliers to make tariff and contract information available to customers before they enter contracts, and more broadly to treat domestic customers fairly, honestly and transparently.
To ask the Secretary of State for Environment, Food and Rural Affairs, whether household customers with smart water meters can refuse to be moved onto a (a) seasonal or (b) progressive water meter tariff where a water company wishes to introduce such a tariff without householder consent.
