To ask the Secretary of State for Transport, whether her Department has made an assessment of the potential merits of introducing legislation to require electric scooter and electric bike hire operators to provide helmets attached to each vehicle.
Users of rental e-scooters and e-bikes are encouraged by operators to wear a helmet.
All future decisions on e-scooter regulations, which could include a requirement for users to wear protective equipment, will be informed by the data from our ongoing national e-scooter trials which is helping to deepen our understanding of e-scooter safety.
Licences for shared cycle schemes under the English Devolution and Community Empowerment Act 2026 will contain some mandatory conditions set centrally by the Department for Transport which will be common to all licences. They will include a strong focus on safety, and we will be consulting on those conditions over the coming months.

The procurement strategy for the Aircrew Helmet Programme will align with the objectives of the Defence Investment Plan in promoting British manufacturing, sovereign capability, and SME participation, whilst also ensuring that the required safety and capability requirements are met, and that the procurement ultimately delivers value for money to the UK taxpayer.

The Government agrees that cyclists should wear helmets whenever possible to help reduce the risk of sustaining a head injury.
We are implementing licensing for shared cycle schemes and will consult in depth on this. Consultation will include consideration of how helmet use can be encouraged for users of shared cycles.

The Home Office routinely collects and publishes data on arrests for notifiable offences, as part of the ‘Police Powers and Procedures’ statistical series. However, data is collected at offence group level only, therefore data for specific offences is not collected.
Additionally, the Home Office routinely collects and published data on motoring offences that resulted in court action in England and Wales on an annual basis, as part of the ‘Police powers and procedures: Roads policing’ statistical bulletin. To ask the Secretary of State for Transport, what recent assessment her Department has made of the potential merits of making the wearing of cycle helmets a legal requirement for cyclists.
The Department for Transport considered the case for mandating the wearing of cycle helmets as part of a cycling and walking safety review in 2018. The review concluded that the safety benefits were likely to be outweighed by the fact that this would put some people off cycling. This would, in turn, reduce the wider health and environmental benefits.
The Department recommends that cycle helmets should be worn and this is set out in The Highway Code, but does not intend to make it a legal requirement.

Since 2022, we have delivered over 82,000 helmets to Ukraine. We have also provided over 50,000 helmets via Operation Interflex.
This government is steadfast in our commitment to support Ukraine for as long as it takes. On 10 July 2024 the Prime Minister announced that the UK will provide Ukraine with £3 billion a year of military support for as long as it is needed.

It is illegal to use private e-scooters in public places, other than in the rental trials that are underway. In the trials, cycle helmets are recommended but are not a requirement. Where people are using e-scooters on private land, the wearing of helmets is a matter for them. The Department is reviewing a wide range of evidence, including from the trials and international deployments, to inform a decision on options for the future of e-scooters.
As for e-cycles, The Highway Code recommends that all cyclists, whether riding an e-cycle or conventional pedal cycle, should wear helmets. The Government strongly encourages cyclists to wear helmets, particularly children, but has no plans to mandate this.
