The Pursuant question previously explained that five Chinook Helicopters were removed from the reported fleet between 2024 and 2026 and are being disposed of in accordance with Defence disposal policy. When the four Tranche 1 Typhoon aircraft return from the Falkland Islands in 2027, ahead of disposal the aircraft will undergo a ‘Reduce to Produce’ programme to increase the inventory and help support the in-service Tranche 2 and Tranche 3 Typhoon aircraft which shall remain in service until at least 2040.

The £45.847 million constructive loss primarily reflects the accounting value of the remaining economic life of HMS Richmond following the decision to withdraw her from service. The Type 23 Frigates are being replaced by eight Type 26 Frigates, which are the world’s most advanced anti-submarine warfare vessels, and five general purpose Type 31 Frigates, which will further help to project power, support NATO operations and influence on the global stage.

The four Tranche 1 Typhoon aircraft currently assigned to British Forces South Atlantic Islands are scheduled to be replaced by four Tranche 2 Typhoon aircraft from the existing fleet during the aircraft rotation planned for late November to early December 2027. Following their return to the UK, the four Tranche 1 aircraft will be withdrawn from the Military Aviation Authority Register and enter the disposal process.
UK F-35 Lightning remain available for global operational tasking in line with Defence priorities.

The £9.45 million constructive loss relates to the decision to withdraw RFA Argus from service six years ahead of her most recent planned out-of-service date. Advancing her withdrawal was assessed to offer better value for money than continuing to maintain and operate a platform that had already substantially exceeded its intended service life.

This reflects the remaining accounting value of the vessel and associated assets rather than additional expenditure by the Department. The decision was taken as part of the Royal Navy’s management of the Hunt-class fleet and was accompanied by an extension to HMS Bangor’s service life to maintain overall capability.

The matters identified in the National Infrastructure and Service Transformation Authority (NISTA) Major Projects Annual Report relate to the complexities inherent in delivering a first-of-class submarine recycling project including the technical, planning, regulatory and commercial challenges.
The Department continues to work constructively with its prime supplier and wider delivery partners to address these issues, improve programme planning and controls, strengthen delivery assurance and explore Fingleton Nuclear Regulatory Review opportunities where possible.
Progress continues to be made, and the Department remains committed to dismantling Swiftsure by the end of 2026 safely, effectively and in accordance with regulatory requirements.
The increase in the project’s Whole Life Cost is primarily due to the maturation of infrastructure (alongside other costs), while the end date extended to October 2028 represents the formal closure of the project and is separate from the milestone to complete the recycling of Swiftsure by 2026.

The Royal Navy is gradually phasing out its traditionally crewed and complex mine countermeasure vessels, as modern, autonomous systems are delivered. The last Hunt Class ship is due to leave service in 2031.

Following the Defence Investment Plan, which allocates £200 million to Offshore Patrol Vessels, future OPV deployment plans will be reviewed to ensure they remain aligned with Defence priorities.
