The Government is continuing to monitor the impact of imports on the UK automotive sector. Where there is sufficient evidence of harm caused by unfair trading practices, industries may apply to the independent Trade Remedies Authority (TRA), which conducts trade remedy investigations. Where appropriate, the TRA may recommend measures to protect UK industries. The Government uses trade remedies transparently, in line with domestic legislation and World Trade Organization rules.

In April 2025, the Government set out that small and micro volume manufacturers will be exempt from the 2030 phase out date for new pure petrol and diesel cars. The Government will continue to work with the low volume manufacturing sector as proposals to implement the phase out are finalised.

Bleed kits can play a valuable role in saving lives in emergency situations. Decisions on the placement of bleed kits in first aid kits in police vehicles are an operational matter for Chief Officers to decide. Their assessment should be based on local risk assessments and priorities, in conjunction with their Police and Crime Commissioner and in line with health and safety legislation and the College of Policing’s Authorised Professional Practice (APP).

The Government is cracking down on the brazen car thieves who use new technologies to commit their crimes.
In our Crime and Policing Act, we have brought forward two new offences to criminalise the possession, importation, making, adapting, supplying or offering to supply an electronic device (such as a signal jammer) for use in theft of a vehicle or theft of anything in a vehicle.
The Government provided funding to set up the National Vehicle Crime Reduction Partnership, a partnership of policing, industry and government aimed at combatting organised vehicle crime across the UK. The Government continues to support this work.
Since 2024, the Home Office has dedicated almost £1m (£970,000) to bolster the enforcement response to organised vehicle theft and export. This money, provided to the National Vehicle Crime Reduction Partnership (NVCRP), has supported enforcement work inland and at the ports to prevent and disrupt stolen vehicles and their parts being shipped abroad, including additional staff, police training, and specialist equipment.
The funding enabled Operation Alliances II, a national crackdown on organised vehicle crime, which brought together local and national policing, and key partners, including the National Vehicle Crime Intelligence Service (NaVCIS). In a coordinated week of action in October last year, over £3.3 million worth of stolen vehicles and over £13m worth of vehicle parts were recovered, and there were more than 365 arrests.
The Home Office is committing a further £300k this year toward tackling organised vehicle theft and export, to further strengthen these efforts and build on the progress already made.

VED, sometimes known as 'road tax' or 'car tax', is a tax on vehicles used or kept on public roads. Different VED rates apply to cars, vans, and motorcycles, and the rate for each vehicle is calculated according to a range of factors, such as its date of first registration, weight, or CO2 emissions. Revenue from motoring taxes helps to fund vital public services and infrastructure, including investment in roads and transport.
VED for motorcycles is currently based on engine size. There are four engine size ranges, with the lowest rate applying to zero emission motorcycles and the smallest engines sized 150cc or less (currently £27). The highest rate applies to engines sized 600cc and above (currently £125). This compares with the standard rate for cars registered on or after 1 April 2017 which is currently £200. Motorcycles also do not pay different rates in the first year of purchase, unlike cars where first year rates vary from £10 to £5,690 for the most polluting vehicles.
The Government annually reviews the rates and thresholds of taxes and reliefs to ensure that they are appropriate and reflect the current state of the economy. The Chancellor makes decisions on tax policy at fiscal events in the context of the public finances.

Provision of Automated External Defibrillators (AEDs) in police vehicles is currently an operational matter for police forces to decide at local level. I have had several meetings on the value of equipping all police cars with defibrillators and I am carefully considering next steps.

The United Nations Economic Commission for Europe (UNECE) glare prevention taskforce is currently drafting recommendations for submission to the international lighting expert group in October this year. Implementation, including associated timelines, will depend on progress made in future negotiations with the wide range of UNECE countries that have agreed to be bound by these vehicle construction regulations.
