To ask the Secretary of State for Energy Security and Net Zero, whether any review has been undertaken of biomass sustainability verification procedures following allegations raised in the Drax whistleblower case.
The Government keeps arrangements for assuring compliance with biomass sustainability requirements under review and is committed to a process of continuous improvement in biomass sustainability standards, compliance, and verification.
This includes considering lessons from Ofgem’s extensive 2024 investigation into Drax’s sustainability reporting and the recently completed global audit of Drax’s biomass supply chain which Ofgem required Drax to conduct and fund. Reporting and verification arrangements have been strengthened under the new contract with Drax from 2027-31, including enhanced audit rights for the Low Carbon Contracts Company.
These lessons will also inform the forthcoming Common Biomass Sustainability Framework, which will strengthen sustainability criteria and ensure greater consistency across sectors in the longer term.

The Secretary of State for Transport has not had discussions with advanced e-SAF producers on the Sustainable Aviation Fuel (SAF) Mandate call for evidence titled “SAF Mandate: SAF supply and industry certainty in an evolving market”, launched on 16 June. Officials hosted an open webinar on 18 June which was attended by a broad range of stakeholders from across the SAF industry. In addition to this, Officials have held three workshops on the contents of the call for evidence. Stakeholders from across the industry were invited, including e-SAF producers.
Government published a call for evidence on crop-derived SAF in December 2025. We requested feedback on the benefits and risks of using crops, including the impact on food security and land use change. Officials are currently reviewing the evidence and we will provide a government response in due course.

The Sustainable Aviation Fuel (SAF) Mandate can be met through both domestically produced SAF and SAF imported from abroad. To support the production of domestic SAF to contribute towards Mandate targets, the department has run grant funding programmes such as the Advanced Fuels Fund and will be opening another, the Low Carbon Fuels Fund, this summer.
The Revenue Certainty Mechanism will offer a guaranteed strike price to UK SAF producers to help unlock investment and lower risk to get first-of-a-kind UK SAF projects off the ground. To be eligible to apply for the Low Carbon Fuels Fund or the Revenue Certainty Mechanism, the lead applicant organisation must be registered in the UK and the SAF production plant itself must be located in the UK. These measures will help to ensure that domestic SAF producers are supported.

The Department for Transport’s Sustainable Aviation Fuel (SAF) Mandate policy allows for up to 25% of the obligation to be fulfilled by SAF supplied in the previous year. It does not allow for further banking and borrowing flexibilities. On 16 June the government published a call for evidence titled “SAF Mandate: SAF supply and industry certainty in an evolving market”. The call for evidence invites respondents to suggest any additional options for flexibility, whilst not undermining SAF production, investment or environmental benefits. We look forward to industry’s engagement in this exercise.

The development of the Sustainable Aviation Fuel (SAF) Mandate was subject to extensive consultation. Open consultations, which any individual or organisation could respond to, were conducted in both 2021 and 2023. The Department received responses from stakeholders from a broad range of sectors.

There is not a specified level of buyout that would prompt a review of the Sustainable Aviation Fuel (SAF) Mandate. We consistently monitor the performance of the SAF Mandate and it has a built-in review process so the government can take action if necessary. On 16 June the government published a call for evidence titled “SAF Mandate: SAF supply and industry certainty in an evolving market”. The call for evidence explicitly asks respondents whether they believe any changes to the HEFA cap or PtL obligation are required. We look forward to industry’s engagement in this exercise.

We have consulted on a Common Biomass Sustainability Framework in order to improve consistency across sectors and strengthen criteria in line with the latest evidence.
We will keep the criteria under review as the global biomass market evolves, to ensure the UK has sufficient sustainable supplies, domestically and from imports.

The usual procedures within the Department were followed with S.I. 2026/368 and the correct version of the S.I. was signed by the Minister.
However, during the drafting process several versions of the S.I. were created to correct several minor formatting issues, and on examination an incorrect version of the S.I. was then laid before Parliament and published. Whilst the Lawmaker software used to draft S.I.s system may have contributed to the generation of multiple versions of the S.I., it was human error that led to the failure.
The Department has taken steps to address these issues, and has also reviewed improvements to the process to ensure that the version that is sent for registration is clearly identified and confirmed as the correct version.

The 1.4 billion litre duty free tariff rate quota (TRQ) for US ethanol imports was introduced as part of the negotiation of the General Terms for the UK-US Economic Prosperity Deal (EPD).
Discussions on the EPD are ongoing, covering tariff and non-tariff barriers, including digital and services trade.
