The Government recognises the growing risk posed by foreign interference in British politics, including through online political advertising, and agrees with the intent to eliminate the risk of foreign-funded political advertising.
In our response to the Rycroft Review, we committed to identifying the most effective and proportionate solution to this risk. This work will include consideration of the non-party campaigning rules, alongside wider options, and we will set out proposals in due course.
The Representation of the People Bill already strengthens the digital imprint regime by requiring all third-party campaigners to include imprints on their organic digital campaigning material. We are also considering further reforms to provide greater clarity on who has paid for campaigning material.

I refer the Hon. Members to the Government's consultations, and accompanying consultation stage impact assessments, on smoke-free, heated tobacco-free, and vape-free places, and on the packaging, device appearance, and display of tobacco, vaping, and nicotine products. The Government will carefully consider the responses before taking decisions on future regulations.
I refer the Hon. Members to the Tobacco and Vapes Bill House of Lords debate on 24 February 2026 in relation to filters. Evidence is still developing and there are no current plans to consult on plain packaging and promotions restrictions. No assessment has been taken on filters being used to circumvent the current flavours ban.

The £598,454.02 figure previously provided is the total spent in 2025-26 on podcasts or digital audio advertising (e.g. across Spotify) on the Electric Vehicles, Speeding and Drink Driving campaigns. We are not able to split out spend solely on podcast advertising due to the way advertising is bought from digital audio streaming platforms.
Of this total, £432,412.88 is budget held and spent by the Department for Energy Security and Net Zero (DESNZ) on the Electric Vehicle campaign. This campaign was funded by DESNZ with delivery carried out by the Department for Transport.
The remaining £166,041.14 budget spent by the Department for Transport is broken down by campaign as follows:
- THINK! Speeding campaign: £108,587.50
- THINK! drink driving campaign: £57,453.64
We do not hold this information split out by each podcast due to the way the advertising is bought through the government's contracted media buying agency. We also cannot provide spend broken out by publisher or media company as this information is commercially sensitive and may impact the ability of our media agency to ensure value for money for government advertising campaigns.

For information on the Government’s assessment of the potential impact of applying the 2018 Nutrient Profiling Model (NPM) to the advertising and promotions restrictions for less healthy food and drink products on business investment in reformulation and innovation, I refer the Hon Member to the answer provided to the Hon Member for Newcastle-under-Lyme on 31 March 2026 in response to Question 120152. We are also committed to publishing a Post-Implementation Review (PIR) of the advertising restrictions and promotions restrictions policies by 2030 for advertising restrictions and 2027 for promotions restrictions, which will assess the effectiveness of the policies and their impact on businesses and the public.
For information on what way the measuring of free sugars impacts the implementation of the 2018 Nutrient Profiling Model, free sugars cannot be measured through a laboratory test and must instead be calculated using information on ingredients, product composition, and processing. We have published technical guidance, plus additional guidance including worked examples, and continue to engage stakeholders on practical solutions to support consistent free sugar calculations and application of NPM 2018.

The consultation on proposals to apply NPM 2018 to the advertising and promotions restrictions closed on 17 June 2026. The Department is now considering the feedback received and will set out further steps in due course.
