Table 1 shows the Home Office grant in aid payments and planned payments to the Women's Royal Voluntary Service (WRVS) from 1995 to 2008. An independent review in 1997 identified that WRVS' financial dependence on Government and restrictions on its property holdings were major barriers to its goals of modernisation and independence. To help achieve these goals it was agreed with WRVS that the grant in aid be reduced over 10 years to £1 million a year by 2007–08, a level that is commensurate with that of other large voluntary sector strategic grant recipients, and that the reversionary interest in the properties held on trust be transferred to WRVS absolutely. Dr. Fox: To ask the Secretary of State for Health what was the financial value to the NHS of the voluntary work performed by (a) the Women's Royal Voluntary Service and (b) the National League of Hospital Friends in the last three years for which figures are available. [24575] Mr. Hutton: Information is not collected by the Department in the form requested. It was recently reported in "Voluntary Sector" magazine that the Women's Royal Voluntary Service estimates that the organisation's 100,000 plus volunteers gave around 12 million hours to helping others which they value at about £70 million during the 12 month period from 2000 to 2001. During that time volunteers delivered 9 million hot and frozen meals, opened five new and refurbished hospital trading outlets and assisted at 70 emergencies and disasters. The National Association of Hospital and Community Friends have advised that in their latest survey, conducted in 1999, Leagues of Hospital and Community Friends had 36,000 members who actively volunteered and contributed 8 million hours a year to the national health service. The survey also found that the leagues gift back £36 million per year to NHS hospitals. In addition to running traditional volunteer services such as shops, visiting and transport the leagues have increased their work in the community, both therapeutic and social support, and this now accounts for 40 per cent. of volunteers' activities. The very significant contribution made to the health service and social services by volunteers from the Women's Royal Voluntary Service and the National Association of Hospital and Community Friends complement the efforts of staff and enhance the patient and service user experience.

Mr. Keetch: To ask the Secretary of State for Defence what discussions his Department has undertaken with the AWS and WRVS regarding the line management accountability of WRVS employees; what advice he has received; what decisions have been taken; and if he will make a statement. [107840] Mr. Spellar: [holding answer 2 February 2000]: The Ministry of Defence is currently engaged with the Womens' Royal Voluntary Service (WRVS) in negotiating the renewal of their contractual relationship. The WRVS, like the Service Sound and Vision Corporation, the Navy, Army and Air Force Institute and the Soldiers, Sailors, Airmen and Families Association (Forces Help), is a charitable-based organisation working in partnership with the Services. WRVS employees, working with the Army are line managed and appraised annually by their National Director and the Commanding Officer of the Unit to which they are assigned. The WRVS maintains a regular dialogue with the Directorate of Personal Services (Army). This process ensures that the WRVS is apprised of developments in Welfare Policy and practices in the Army. Welfare is a function of the Chain of Command within the Army. The Army Welfare Service (AWS) fulfils only one part, albeit an important part, of the overall delivery of welfare support within the Army. They are an in-house organisation providing specialist support and advice to Army individuals, their dependent families and the Chain of Command. Their activity is focused on the LAND Command component of the Army, although they can provide a point of contact for the Army based elsewhere. Where the AWS operate alongside the WRVS, they do so in partnership, each bringing particular and complementary skills to the overall welfare delivery. There is no direct line management relationship between the AWS and the WRVS.
