Ms Hewitt: The Department's London headquarters estate (including SBS) operates an environmental management system certified to
ISO14001. This environmental management system (EMS) sets out the policy and procedure to be followed in the procurement of timber
products. The EMS requires timber to be FSC or equivalent certification. All other buildings within the DTI HQ estate but outside of
London are subject to the same procurement criteria.
Letter from David Smith to Mr. Barry Gardiner, dated 9 December 2003:
The Secretary of State for Trade and Industry has asked me to reply on behalf of the Radiocommunications Agency to your
Parliamentary Question detailing by what means the policy for purchasing timber and timber products ensures that they are obtained
from legal and sustainable sources.
I can confirm that, where the Agency has had the need to procure timber products, it has followed the Department's strict guidelines
on purchasing from qualified and certified organisations. All of the Agency's timber products are purchased from suppliers who have
satisfied the Department's and the OGC's strict monitoring and inspections regime on producing goods from legal and sustainable
sources.

I am replying to this parliamentary question, tabled on 28 November 2003, regarding the policy of purchasing timber and timber
products.
The Patent Office does not purchase timber direct from any suppliers. However, furniture is purchased through the Office of
Government Commerce's (OGC) Buying Solutions Framework Agreement where it is a requirement that preferred suppliers hold the
relevant Forestry Stewardship Council (FSC) certification. Where we engage the use of contractors for minor building work
requirements, they must provide evidence that timber products are sourced from managed and sustainable sources.
In addition, the Patent Office is presently working towards an environmental management system certified to EN ISO 14001.
Letter from Dr. J. W. Llewellyn to Mr. Barry Gardiner, dated 9 December 2003:
The Secretary for Trade and Industry has asked me to reply on behalf of the National Weights and Measures Laboratory (NWML) to your
question on what means the policy for purchasing timber and timber products of the National Weights and Measures Laboratory ensures
that they are obtained from legal and sustainable sources.
The National Weights and Measures Laboratory (NWML) is part of the DTI HQ estate and thus is within the scope of the Department's
environmental management system, which is certified to ISO 14001. This management system sets out the policy and procedure for
procurement of timber products and requires FSC or equivalent certification. Furniture for NWML is purchased from Kinnarps who are
an approved OGC supplier. Stationery is purchased mainly from Guilbert (UK) who hold the DTI stationery contract. Where possible
products are obtained from their `environmental benefit' range.
Letter from Desmond Flynn to Mr. Barry Gardiner, dated 9 December 2003:
I refer to your question tabled on 28 November 2003 to Patricia Hewitt regarding the use of timber and timber products. I have been
asked to reply to you in relation to The Insolvency Service.
Although we are not major consumers of timber products The Service's policy is always to specify to contractors and suppliers that
these materials are provided from sustainable sources. We also require prospective suppliers to confirm this with their bids for our
work. Timber is mainly used in office refurbishment projects whereas our office furniture these days is invariably made from
melamine-faced chipbord (MFC), rather than virgin timber.

Tribunals Service (ETS), which is an Agency of the DTI.
All furniture supplies are purchased through contracts let by the Office of Government Commerce in respect of which the suppliers
have already established proof of conforming with the necessary legal and sustainable requirement in respect of timber. The same
requirement is built into our standard terms of contract for works services.

Mr. Caton: To ask the Secretary of State for the Home Department what assessment he has made of the findings of the audit of TETRA
base stations carried out by the Radiocommunications Agency. [126708]
Caroline Flint: Airwave, the new radio communications system for the police service, is based on Terrestrial Trunked Radio (TETRA)
technology. On the recommendation of independent experts, we asked the Radio-communications Agency to carry out audits of Airwave
base stations, as they already do for mobile phones masts. 12 audits have now been completed. The results confirm that emission
levels from Airwave base stations are hundreds of times less than international health and safety guidelines in areas accessible to
the public. Results will shortly be available on the Radio-communications Agency website.

Mr. Robathan: To ask the Secretary of State for Trade and Industry what representations she has received on the Radiocommunications

Mr. Timms: RA received 17 e-mailed substantive responses, four written substantive responses and 22 telephone responses. These last
were asked to respond in writing, but only one did so. In addition, there were 10 e-mail licensing queries and over 200 telephone
licensing queries as a result of a follow-up letter sent to RA customers inviting them to respond to the consultation document.
None of the written or e-mailed responses were in outright opposition to the RA proposals, however most of the responses identified
areas of concern that the respondees would wish RA to take into account in the implementation of the project. two of the telephone
respondees were opposed to the proposals but these declined to provide written comments.

Mr. Yeo: To ask the Secretary of State for Trade and Industry what assessment she has made of whether the spectrum allocated to the
Ministry of Defence is being used in a manner which best serves the public interest. [94932]
Ms Hewitt: There are effective mechanisms in place to ensure effective use of MOD spectrum, which will be further strengthened as a
result of the recommendations of the independent Review of Radio Spectrum Management.
My Department's Radiocommunications Agency has a close working relationship with the Ministry of Defence and the use of the spectrum
allocated to defence is kept under constant review, balancing the needs of national defence against the requirements of other
spectrum users, this process is overseen by the United Kingdom Spectrum Strategy Committee, a Cabinet Office committee, jointly
chaired by the Radiocommunications Agency and the Ministry of Defence.
Over the years, much defence spectrum has been made available for commercial services, either on a shared or exclusive basis. The
Ministry of Defence also pays an annual charge to the RA for its spectrum use. This is calculated on a comparable basis to civil
users and provides an important incentive to efficient spectrum use.
The independent Review of Radio Spectrum Management has made a number of recommendations designed to promote the optimal use of
defence spectrum. These include an audit of defence spectrum, the continued application of spectrum pricing in parallel with
non-military users on a comparable basis and the introduction of trading to provide incentives for effective spectrum use. The
Government have accepted these recommendations and their implementation is now being taken forward by the Radiocommunications Agency
with the Ministry of Defence.

Adam Price: To ask the Secretary of State for Culture, Media and Sport if she will make a statement on the recommendations made by
the Radiocommunications Agency, in their report, `Introducing recognised spectrum access'. [82723]
Dr. Howells: General provisions for recognised spectrum access are included in the Communications Bill. The Government is currently
considering responses to the consultation document, `Introducing recognised spectrum access', about the implementation of this
system and there will be further opportunity for interested parties to comment on detailed proposals for specific frequency bands in
due course.

Mr. Jack: To ask the Secretary of State for Trade and Industry what reports the Radio Agency has assessed about the role of members
of the European Telecommunications Standards Institute's working group on Digital Information Standards activities which added value
to Motorola Europe's patent applications in this field; and what implications this will have for the cost of future licence fees
payable to Motorola. [68063]
Stephen Timms: The Radiocommunications Agency is a UK member of the European Telecommunications Standards Institute and in common
with other members of ETSI, its responsibilities would not extend to carrying out an assessment of the role of other members of the
group.

Phil Sawford: To ask the Secretary of State for Trade and Industry how many telecommunications masts in the United Kingdom there
are; and what measures are taken by the Telecommunications Agency to ensure that these are mapped and recorded. [73368]
Stephen Timms: There are approximately 26,000 transmitter sites in the UK. The "Sitefinder" Mobile Phone Base Station Database at
www.sitefinder.radio.gov.uk is a national database of mobile phone base stations and their emissions. The database is managed by the
Radiocommunications Agency, an Executive Agency of the Department of Trade and Industry, on behalf of Government. The database
provides information on all operational, externally sited, cellular radio transmitters in England, Scotland, Wales and Northern
Ireland.
The database is updated every three months from information provided by the cellular operators. It should be noted that only
operational transmitters, i.e. those that are actually transmitting, are included on the database. Consequently, sites that are
currently going through the planning process, are in the process of being built, or are yet to be switched on, will not be found on
the database.

Stephen Timms: :It is not the role of the Radiocommunications Agency to assess the commercial practice of companies or organisations
in their operation of fees policy relating to Intellectual Property Rights held by those organisations.
