The Government has worked closely with the Northern Ireland Executive to fund a package of assistance to address the needs of investors in the Presbyterian Mutual Society.
The Assembly Ombudsman for Northern Ireland investigates complaints of injustice on behalf of complainants who believe they have suffered maladministration by Northern Ireland Executive departments and public bodies that are the responsibility of Northern Ireland Ministers.
As the Ombudsman's report in respect of the Presbyterian Mutual Society relates to a transferred matter it would not be appropriate for me to offer any assessment or to comment upon it.

The proposal put forward by, and agreed with, the Northern Ireland Executive (NIE), was that the £25 million from HM Government (which will not be repaid) is to be matched by an equal contribution from the NIE. This enables the NIE to bring forward its own plans to address the needs of Presbyterian Mutual Society members.

HM Treasury's £25 million increase in funding to the Northern Ireland Executive provides funding for a donation to the Mutual Access Fund to help those in hardship. The provision of funding to the Presbyterian Mutual Society is devolved to the Northern Ireland Executive (NIE). The NIE announced in their recently published draft budget that the £25 million from HM Treasury is to be matched by an equal contribution from the NIE.

I thank the Minister for that response, but given that the Government's proposals are a carbon copy of what my right hon. Friend the former Prime Minister announced, why did the Secretary of State delay the announcement by six months, causing unnecessary suffering and misunderstanding for the people who had lost money in the PMS?

There is a fundamental difference between what the previous Government did and what the current Government have done about the problems connected with the PMS: we have actually done something. My right honourable friend the Secretary of State for Northern Ireland, and my honourable friends the Minister of State for Northern Ireland and the Financial Secretary to the Treasury have worked closely, constructively and urgently with Northern Ireland Ministers to find a solution for investors in the Presbyterian Mutual Society (PMS). This has been a very complex matter. The ministerial working group chaired by my right honourable friend the Secretary of State for Northern Ireland considered proposals put forward by the Northern Ireland Executive to deliver a just and fair solution to members of the society. My right honourable friend the Chancellor of the Exchequer announced the Government's agreement to those proposals in the spending review. It is now for the Northern Ireland Executive to take forward and to implement a scheme to address the needs of PMS members.
Further details on the nature of the Executive's scheme including the timescale envisaged will be announced by Northern Ireland Ministers in due course. The normal public spending treatment will apply to the loan provided to the Executive and it will be for Northern Ireland Ministers to ensure that their scheme meets relevant value for money, propriety and state aid requirements.

Last week, I joined a parliamentary delegation to China, where I was able to pick up a copy of Chairman Mao's ““Little Red Book””. Is the Prime Minister interested to learn that Chairman Mao said:"““Thrift should be the guiding principle in our government expenditure.””?"
If Mao Tse-tung supports coalition policy, does that not mean that the Labour party is in a minority of one?

I am glad that my hon. Friend has been travelling and seeing the world. [Interruption.] ... I am glad that my hon. Friend is travelling the world and learning so much. We learned a few weeks ago that even Cuba is making reductions in public spending, so I think this puts the modern Labour party somewhere between China and Cuba—but I am not quite sure where.

I gave my word about finding a settlement for the PMS. I know how important this is in Northern Ireland. I know that people lost money and that there was frustration that Ministers would stand at the Dispatch Box and say that no one had lost money during the financial crash—they did in the PMS. I hope that the hon. Gentleman will be satisfied by what the Chancellor has to say in a moment.
