Government will be monitoring the impact of the ban closely and conduct a full review three to five years after implementation, allowing time for the expected cultural change and long-term impacts on mental and physical health to emerge. The review will consider a range of metrics including regular reporting from children and parents on online experiences and the impact on children’s physical and mental health. Government has committed to reviewing the mobile phones in schools guidance and making any necessary revisions by September 2027.

Availability of digital connectivity underpins the UK’s digital capabilities, including the ability of rural communities to benefit from deployment of agricultural robotics. This is why we are futureproofing the UK’s networks, with a target to deliver gigabit broadband coverage to 99% of premises by 2032 and an ambition for all populated areas to have access to higher quality standalone 5G coverage by 2030.
Ofcom reports that as of January 2026, 69% of rural premises in Buckinghamshire local authority have access to a gigabit-capable connection and standalone 5G is available across 98% of the rural landmass from at least one mobile network operator.
Through the 5G Innovation Regions programme, the Government has funded projects across the UK to demonstrate how a range of connectivity solutions can support modern farming practices and the use of agricultural technologies such as drones, robotics, cameras and sensors.

The Government has set out commitments to tackle telephone fraud in the second Telecoms Fraud Charter and the Fraud Strategy 2026-2029. The Charter, signed by major UK mobile operators and business-to-business networks, includes measures to identify, prevent and disrupt telecoms fraud.
As set out in the Fraud Strategy, the Government launched a Call for Evidence in July to examine how criminals are accessing UK telephone numbers to facilitate scam calls in the UK and internationally. The findings will inform policy options to disrupt this activity.
Through the Crime and Policing Act 2026, the Government has also legislated to ban the supply and distribution of “SIM farms”, devices used by criminals to send scam texts at scale.

The threshold considerations for issuing an emergency alert include considering whether there is a risk to life, and whether those receiving the message need to take urgent action.
There is no separate criteria for issuing alerts locally and nationally.

The Government recognises the importance of networks being as reliable as possible so that people can access the modern digital economy, communications providers have statutory responsibilities to take appropriate and proportionate measures to maintain the resilience of their networks. Power cuts can disrupt mobile services, but if the current mobile network is unavailable all emergency 999 calls automatically switch to other available networks.
Following a detailed review, Ofcom updated their regulatory guidance to operators in June 2026, confirming that mobile operators are expected to take robust measures to manage and mitigate against the risks of power outage. Government is also working closely with all of UK’s mobile operators and electricity network operators, so that industry implements measures to reduce the impact of power cuts on mobile services wherever possible.
The Government also welcomes new direct to device low earth orbit satellite services which are now available in the UK market, which can provide another means of connectivity when there is disruption to terrestrial networks.

The Emergency Alert broadcast on 14 August was authorised by the First Secretary of State following a request from the National Fire Chiefs Council. Every Emergency Alert is carefully coordinated with responding public bodies and agencies.
This tool is only used in emergency scenarios and where the need is greatest. The Cabinet Office remains committed to reviewing every alert request on a case-by-case basis.

The Cabinet Office is committed to delivering value for money to the public. The government works with Mobile Network Operators to provide the alerts. This allows for individual alerts to be issued at no cost.
Cell broadcast systems, like that used in the UK, are cheaper and more efficient than SMS based systems.

The decision on 14th August was made against a backdrop of unprecedented hot and dry conditions, with 43 active fires and 11 major incidents simultaneously impacting emergency services across the UK. We carefully considered whether an alert was appropriate, weighing the significant disruption it would cause against the potential to mitigate the mounting pressure on our fire and rescue services and risk to people’s lives.
We are committed to learning from this experience and are currently reviewing the thresholds and operational protocols for future alerts to ensure they remain a proportionate and effective tool for preserving life.

The Emergency Alerts system provides warning and advice in a life-threatening emergency. Every Emergency Alert is carefully coordinated with responding public bodies and agencies. Each request is evaluated by the Cabinet Office on a rigorous, case-by-case basis to ensure it is necessary for public safety.
Since it was launched in 2023, the Emergency Alert system has been activated eight times for a range of risks including storms, flooding and the removal of unexploded WWII ordnance. Extreme weather has certainly been the trigger for the majority of activations. The capability remains ready to activate at short notice 24/7, at the request of local responders and the devolved governments.
