The Ministry of Defence commercial policy requires the application of the Cabinet Office Social Value Model to all in-scope procurements conducted under the Procurement Act 2023, which was enacted by the last Government.
Suppliers should not assume that costs associated with delivering social value commitments will be passed on to the contracting authority.
Contracting authorities are encouraged to consider whether it is appropriate to cap tendered prices to ensure that the delivery of social value does not result in additional costs that fail to represent value for money.

The Department remains committed to transforming how Defence manages and supports its workforce through the Corporate Services Modernisation programme. Work is progressing on the design elements of future military and civilian HR processes and systems, alongside commercial activity and preparation for the delivery phase. The current schedule anticipates rollout commencing in mid-2029, with completion expected in 2030.

The MOD's Climate Change and Sustainability Strategic Approach (CCSSA) published in 2021 established a framework for integrating environmental risks into defence planning, infrastructure and operations. In August 2025, the Department endorsed a new internal Energy and Environment Strategic Direction which builds on progress achieved under the CCSSA and which supports policy development in relation to national security assessments of climate change and biodiversity loss and contributions to cross-government initiatives such as the UK's National Adaptation Programme.
These steps support Defence’s move towards warfighting readiness, increased productivity, and responsible environmental action.

The latest report was published on 13 July 2026 and reflects programme performance as at 31 March 2026.

Equinity is a sub-contractor of Sopra Steria and pays approximately 477,000 Armed Forces Pensions annually on behalf of the Ministry of Defence. 335 individuals were overpaid a total of £5.1 million, owing to National Insurance (NI) abatement calculation errors by the paying agent Equinity. This represents a small proportion of payments and are not reflective of the overall payment service provided.
The Ministry of Defence (MOD) exercises oversight through established governance, contract management, assurance and audit arrangements. These include contractual performance monitoring, regular service reporting, quality assurance activity undertaken by the service providers, independent assurance reviews commissioned by the Authority, and external scrutiny through established audit processes. The Armed Forces Pension Scheme is also subject to review by the Government Internal Audit Agency and examination by the National Audit Office as part of wider governance, risk and assurance arrangements. Following identification of the National Insurance abatement issue, additional oversight arrangements were introduced to monitor corrective activity, review root causes, validate proposed corrections, track progress against remediation plans and strengthen preventative and detective controls designed to reduce the risk of similar issues arising in future.
The MOD first identified that there was a potential issue relating to the application of National Insurance abatements in November 2024. Further extensive work was subsequently undertaken to establish the full extent of the issue, determine the affected population and validate individual cases before corrective action could commence. Corrective activity commenced following identification of the affected population, completion of calculation and assurance activity, and approval of the proposed corrective approach. Revision of affected awards and notification of individuals commenced in January 2026.
We recognise that this situation may cause uncertainty for those affected and continue to provide comprehensive one-to-one welfare support from Veterans Services Welfare managers. Anyone who believes repayment may not be possible, or could cause financial hardship should contact the Ministry of Defence using the details provide in their letters.

As of 8 September 2026, there are 486 playgrounds across the UK Defence estate.
Where replacement or refurbishment of playgrounds is required, works are delivered as individual projects under the Future Defence Infrastructure Services (FDIS) contracts.
Under the FDIS contracts, routine inspections of playgrounds are undertaken which comprise weekly visual inspections and annual health and safety inspections
Over the last 12 months, nine playgrounds have been refurbished and a further two playgrounds are undergoing full refurbishment this Financial Year.

Waste, including food waste is tracked across large parts of the Defence Estate through established waste management and sustainability reporting systems. Data on food waste is gathered from facilities management and catering providers to support broader environmental reporting and the Greening Government Commitments.
