The Defending Democracy Taskforce, which I chair as Security Minister, drives a whole of government approach to the threats we face to our democracy.
The Permanent Secretary of the Home Office has recently been appointed by the Cabinet Secretary as the lead for Defending Democracy. The Taskforce is supported by a dedicated Secretariat in the Home Office who help co-ordinate this work across government.

The Home Office Permanent Secretary is the lead for defending democracy, having been appointed by the Cabinet Secretary following Recommendation 17 of the Rycroft Review. This is in support of my role as chair of the Defending Democracy Taskforce (DDTF).
Responsibility for elections policy sits with the Minister for Homelessness, Democracy, Communities and Faith.
The Joint Election Security and Preparedness Unit (a joint Cabinet Office and Ministry of Housing, Communities & Local Government Unit) leads on election security and preparedness, and is a member of the DDTF.
The Cabinet Office are leading on assembling a new cross-Government task and finish team, which will be in conjunction with the work already delivered by the DDTF. The Taskforce operates across government to tackle the full range of national security threats to our democracy.

The Emergency Alert broadcast on 14 August was authorised by the First Secretary of State following a request from the National Fire Chiefs Council. Every Emergency Alert is carefully coordinated with responding public bodies and agencies.
This tool is only used in emergency scenarios and where the need is greatest. The Cabinet Office remains committed to reviewing every alert request on a case-by-case basis.

My right hon. Friend the Prime Minister announced a series of changes to the Machinery of Government on 22 July. This included the Public Sector Fraud Authority’s (PSFA) transfer to the Department for Work and Pensions (DWP) - whilst retaining its sponsorship by HM Treasury. The National Fraud Initiative (NFI) is part of the PSFA’s Data Analytics Service.
The Cabinet Office still maintains responsibility for the NFI - and the powers underpinning the NFI in the Local Audit and Accountability Act 2014 can continue to be exercised on behalf of the Minister for the Cabinet Office - until those powers are transferred or amended as part of the machinery of government. Under the Ministers of Crown Act 1975, a Transfer of Functions Order (TFO) may be made where there is legislation that requires amendment to ensure a relevant Minister taking over the functions, as well as any related powers, in that legislation can properly exercise them.
The functions and operations of the NFI continue as normal - supporting over 1,000 public and private sector organisations in enhancing their fraud response through the use of data and analytics.
