To ask the Secretary of State for Defence, what estimate he has made of annual cost of requiring social value obligations.
The Ministry of Defence commercial policy requires the application of the Cabinet Office Social Value Model to all in-scope procurements conducted under the Procurement Act 2023, which was enacted by the last Government.
Suppliers should not assume that costs associated with delivering social value commitments will be passed on to the contracting authority.
Contracting authorities are encouraged to consider whether it is appropriate to cap tendered prices to ensure that the delivery of social value does not result in additional costs that fail to represent value for money.

The value of payments under the UK-Mauritius Agreement were set out by the UK government at the time of signature and have not changed. What has changed is the Social Time Preference Rate applied in the calculation of the forecast net present value, which applies to all long-term government investments of this nature. The chart was produced to calculate the forecast costs of payments under the Treaty at the time of signature. The forecast real value of payments remains £101 million per annum in today's money. There are no plans to ask the Government Actuary's Department to update the chart.

As announced on 17 December 2025, the UK has agreed to join the Erasmus+ programme in 2027 at a 30% discount compared to the default terms of the Trade and Cooperation Agreement (TCA). This will require a payment of c. £570m. The UK’s existing financial obligations to the EU under the Withdrawal Agreement and the TCA are unchanged. The Government will continue to assess the financial implications of any further commitments as the relevant arrangements are negotiated and implemented.

All changes will be carried out with appropriate consultation and full support for affected staff. Changes will be handled in line with relevant policies, and in consultation with Trade Unions.
This Government is committed to ensuring that everyone, no matter their background, can thrive. One of the Class Unit’s early priorities will be the socio-economic duty. We are currently working towards commencement, which includes drafting statutory guidance that will clarify how the duty can be applied effectively.
