Improving mobile coverage remains a priority for the Government, and our landmark agreement in December 2014 with the four mobile network operators (MNOs) for each to provide voice and SMS text coverage to at least 90% of the UK landmass by 2017 will significantly improve coverage in the UK, including the Liverpool City Region. The additional licence obligation on Telefonica, which the other MNOs have publicly stated they will match, will deliver significant improvements in 4G coverage - covering 98% of UK premises by the end of 2017.
In support of this work, the Government is also reforming mobile planning laws (in England only) and the Electronic Communications Code to make it cheaper and quicker for industry to invest and deliver coverage improvements.

There a number of departments across Whitehall who work on aspects of the Digital Single Market (DSM) including the Department for Culture Media and Sport, the Home Office and HM Treasury. And, within the Department for Business Innovation and Skills (BIS) there are a number of policy areas that are involved directly or indirectly in aspects of the Digital Single Market including the Intellectual Property Office, Competition and Consumer Policy and Advanced Manufacturing and Services.
BIS leads on behalf of Government and coordinates activity across those departments with an interest. There is a core team of five FTEs who act as the hub for all of this work.

The Government has implemented a basic broadband scheme to enable all premises to gain access to speeds of at least 2Mbps. This enables residents to gain access to every Government service available online. Funding for subsidised connections through the scheme is provided by Broadband Delivery UK (BDUK) as part of the government's superfast broadband programme. Consumers in eligible premises can access services from any of the suppliers who have been entered onto the scheme by BDUK.
In addition it is the Government's intention to implement a new broadband Universal Service Obligation. This will give people the legal right to request a broadband connection, no matter where they live, by the end of this Parliament. Our ambition is that this should initially be set at 10 Mbps.

Ministers will work closely with the new Prime Minister to set out the priorities for these negotiations.

Consumer rights for the purchase of digital content are not regulated at EU level at present. In the UK the Consumer Rights Act 2015 provides UK consumers with bespoke consumer rights when buying digital content.

Under the terms of the Framework Agreement between the ICO and the DCMS, the Information Commissioner has responsibility for determining the pay and conditions of their staff, including their Executive Team. In doing this, they are required to comply with overarching government pay guidance, including on pay restraint.
The July 2015 budget announced an average 1% pay award for public sector workforces from 2016/17. This is set out in Civil Service Pay Guidance, which is issued each year following negotiations with the Trade Unions.
Pay restraint is one of the many difficult choices the Government has had to make to put the public finances back on track and makes a significant contribution to protecting jobs and maintaining public services.

The recently published White Paper addresses concerns that were raised during our public consultation by the devolved nations and some English regions. The Government has made detailed proposals which ensure that the BBC is accountable to licence fee payers in all nations and regions in the UK through a clear focus on the BBC’s obligations in the new operating licence regime, clear board-level responsibilities, and a continued commitment to the out-of-London production targets.
Budgeting and commissioning decisions are editorial matters for the BBC.

Responses to the Leadership for Libraries Taskforce’s Ambition consultation are being carefully considered and the Ambition document will be published in due course. There are no plans to amend the Public Libraries and Museums Act 1964.
The 1964 Act does not seek to be overly prescriptive in defining comprehensive and efficient, and it is a matter for local authorities to determine how to provide a public library service to their local community, within available resources.
The ‘Libraries as a Statutory Service’ was published in December 2015 and contains information on the legislative framework for library services under the Act. This sets out the factors to which the Secretary of State gives consideration in response to complaints about whether a local authority is providing a comprehensive and efficient library service.
