To ask the Secretary of State for Health and Social Care, what steps his Department is taking to ensure patients with brain tumours treated at NHS trusts that are not members of the National Institute for Health and Care Research's Brain Tumour Research Consortium are able to access equivalent a)...
The Department invests over £1.6 billion each year in research through the National Institute for Health and Care Research (NIHR).
The Department is committed to ensuring that all patients, including those with brain tumours, have access to cutting-edge clinical trials and innovative, lifesaving treatments. The NIHR funds research and research infrastructure across England which supports patients and the public to participate in high-quality research, including brain cancer trials. The NIHR also provides an online service called Be Part of Research which promotes participation in health and care research, by allowing users to search for relevant studies and register their interest.
In addition, the Government will implement the Rare Cancers Act 2026. The act will make it easier for clinical trials on brain tumours to take place in England, by ensuring the patient population can be more easily contacted by researchers.
The NIHR’s investments for capital equipment, technology, and modular buildings support National Health Service trusts across England to deliver high-quality research to improve the health of the population. These investments include cutting edge research equipment and fixed assets such as ultra-low and cryogenic freezers, to strengthen research capacity and improve access to samples for research.
Genomic testing in the NHS in England is delivered through the NHS Genomic Medicine Service (GMS) via seven regional Genomic Laboratory Hubs (GLHs). All seven GLHs deliver testing based on the National Genomic Test Directory, which outlines eligibility criteria for genomic testing. The Test Directory includes over 200 cancer indications for a range of genomic tests, including whole genome sequencing for neurological tumours, for both diagnostic and treatment purposes. Seven NHS GMS Alliances also work to embed genomics into clinical pathways, raise awareness among clinicians and the public, and ensure equitable access to whole genome sequencing across all regions.

As part of the evolving NHS Genomic Medicine Service infrastructure, a new delivery model will be in place from April 2026 to deliver the genomics commitments in the 10-Year Health Plan, the National Cancer Plan, and other national strategies.
Currently, there is variable access to freezers for fresh frozen tissue in the NHS with the associated complexity of cold chain transport. Providing adequate freezer storage for fresh frozen tissue is necessary to ensure that there is equitable regional access to whole genome sequencing (WGS) testing.
In efforts to address this variability NHS England has produced national sample handling guidance to support approaches to the handling of fresh tissue and more recently the use of tissue stabilisers has been introduced to provide an alternative to frozen tissue and still meet the requirements for WGS. NHS England is also currently working with the British Neuro-Oncology Society to map where freezer storage facilities for fresh frozen tissue are required.
Fresh tissue pathways are dependent on system engagement and work is ongoing between the NHS Genomics, Cancer, and Pathology programmes to develop and optimise these pathways and ensure that all appropriate cancer patients, including brain and central nervous system and rare cancers, get the optimal genomic testing for their tumour type.
A number of NHS Genomic Networks of Excellence are also developing the evidence for developing fresh tissue pathways for WGS.

The Department invests over £1.6 billion each year in research through the National Institute of Health and Care Research (NIHR).
In January 2026, the NIHR announced increased investment of over £25 million in the NIHR Brain Tumour Research Consortium. The world-leading consortium aims to transform outcomes for adults and children and their families who are living with brain tumours, ultimately reducing lives lost to cancer. Its activities will include:
- enrolling patients to a ‘Real World’ study tracking their progress in everyday medical settings, before matching them to new clinical trials based on their cancer subtype;
- developing pioneering new clinical trials, including platform trials, to test medicines and radiotherapy technologies, immunotherapies, and novel gene therapies. This includes targeted precision medicine; and
- developing new training programmes for those working in brain cancer research to build capacity and increase skills among the next generation of researchers.
It is anticipated that this funding will include costs associated with freezer capacity to house frozen tissue and liquid biopsy samples specifically to support the consortium’s activities. The consortium will also engage with partners on the standardised pathways for tissue storage and whole genome sequencing for all patients for stratification into clinical trials.
