Synergy will make go-live decisions based on the proven stability of the new platform and will run a number of parallel payroll runs, to ensure successful transition and continuity of service. The programme has contractual agreements in place with the incumbent supplier to ensure a smooth transition, meaning there is no ‘hard stop.’ In practice this means that all services, including payroll, will only be switched over when stability is fully tested.

The Synergy programme will make delivery decisions based on the proven stability of the new platform. To ensure a successful transition, a number of parallel payroll delivery runs will be conducted. The first delivery point is planned for late 2027 with a significant period of prior testing built-in.

Pay for consultants is managed by each department individually, as they are accountable for their own consultancy pay details. Average rates may differ due to the type of consultancy and commercial structure around individual customer contracts. The Government is committed to stopping all non-essential expenditure on consultants, and reducing the reliance on contingent labour.

The most recent estimated salary cost figures as at 31st March 2024 were provided in response to Peter Bedford MP’s question on 16th October 2024. Civil Service Statistics 2025 is due to be published on 30 July 2025.

The Employment Rights Bill will ensure the biggest upgrade to workers’ rights in a generation. This will include the introduction of the Two-Tier Code which will ensure fair and equitable employment conditions for public sector workers who have been transferred and private sector workers who work alongside them on public service contracts.
