The Department does not directly monitor individual roads for collision risk. Instead, it collects national reported road traffic collision statistics, while local highway authorities are responsible for analysing collisions on their own networks and taking appropriate action.
A range of guidance has been published to support local highway authorities in reviewing and improving safety on their road networks. This includes Setting Local Speed Limits, which supports decisions on appropriate speeds, and Manual for Streets, which provides guidance on the design of streets to improve safety for all road users. Through the recently published Road Safety Strategy, the Department has committed to updating relevant guidance.
There are no current plans to introduce national criteria or minimum thresholds for the review of collision hotspots. Decisions about reviewing and intervening on specific roads are matters for local highway authorities, which are best placed to consider local circumstances. The Department will continue to support local authorities through guidance.

The Environment Agency has an ongoing statutory duty to monitor the water quality at designated bathing water sites in England in line with the Bathing Water Regulations 2013. I would encourage any local authority that is interested in developing a local framework to share their plans with Defra officials so that Defra can understand any interaction with national legislation.

To ask the Secretary of State for Environment, Food and Rural Affairs, what assessment she has made of the adequacy of funding and devolved powers to ensure the comprehensive monitoring of air quality in England.
Defra is responsible for the national monitoring of air quality (which includes England) through 16 different networks monitoring various pollutants. Departmental budgets, including budgets for air quality monitoring, are determined through departmental spending reviews.
Devolved powers through the Local Air Quality Management (LAQM) framework and the London Local Air Quality Management (LLAQM) require local authorities to review and assess air quality in their areas. These assessments include air quality monitoring and the production of annual status reports which are funded through their own budgets.

To ask the Secretary of State for Environment, Food and Rural Affairs, how many and what proportion of local authorities currently use digital waste tracking services.
To ask the Secretary of State for Environment, Food and Rural Affairs, how many and what proportion of local authorities currently use digital waste tracking services.
The Digital Waste Tracking Service goes live from April 2026 for waste receivers, with requirements to digitally track waste received becoming mandatory in October 2026.
Waste operators currently use multiple systems – some paper based and others digital - to collect certain elements of waste tracking data. By introducing digital waste tracking, data will be collected centrally in near real time, making it much more difficult for rogue operators to compete in the industry and commit waste crime.
As part of our user research, it has been shown that the large majority of local authority waste disposal and waste collection authorities use third party contractors to manage waste in their areas, even if they are the holder of the environmental permit. As such it is difficult to quantify the number of local authorities that currently run their services in-house.
From April 2027, subject to funding, Digital Waste Tracking will onboard other waste operators including carriers which will provide an end to end view of how waste moves through the system.

The abolition of Healthwatch England, the transfer of its functions and the changes to local Healthwatch require primary legislation. Timing of this is subject to the will of parliament and will happen when parliamentary time allows. A full impact assessment would be produced in line with HM Treasury's Green Book standards and published on the Government website when legislation is introduced in Parliament. No assessment has been made at this time, although the expertise of Dr Dash and her critical review of patient safiety will continue to guide the Government’s policy in this regard.

Information is shared with stakeholders including local authorities via our Circular Economy newsletter. Through this newsletter we have invited organisations to sign up to the project’s user panel to get involved in testing of the developing service and provide feedback.

Local authorities are independent employers responsible for the management of their own workforces. While it is not government policy to support a four-day working week in local authorities, the government will not be micromanaging them on this and does not collect data on this working practice.
