Chris Grayling: To ask the Secretary of State for Education and Skills how many students who applied for student loans (a) before and (b) after the deadline are waiting for (i) the loan to be finalised and (ii) the money to be issued. [192798] Dr. Howells: Some 800,000 applications have been received to date, 521,000 of which were received on or before 2 July 2004 (which is the published deadline for new applications). All applicants who submitted a fully and properly completed application form on or before 2 July should receive, shortly after their university or college confirms their attendance, either a fully-assessed loan payment or an interim payment (under our contingency arrangements for continuing students). Some 12,000 interim payments have been made to date, and these students will receive full assessments and a further loan payment (if appropriate) within a few weeks. A further 1,000 interim payments are scheduled for release once confirmation of the relevant students' attendance is received from the appropriate institutions. 279,000 applications have been received since 2 July, of which fewer than 89,000 are still being processed. As is the case every year, a significant number of students have applied well after the published deadlines (some 94,000 applications have been received since early September). Local authorities and the Student Loans Company have never been able to guarantee payment at the start of term to late applicants. The Student Loans Company has paid over 530,000 loans to date, with a further 75,000 fully approved and scheduled for payment as soon as the students' attendance is confirmed by their institution. As in previous years, the Department has written to higher education institutions asking them to be supportive of students who do not have loans in place at the start of term.

Chris Grayling: To ask the Secretary of State for Education and Skills what estimate his Department has made of the amount of debt a student graduating in (a) 2004, (b) 2005 and (c) 2006 will have. [183643] Alan Johnson: Information on the total amount of debt on leaving higher education, including private sector debt, is not collected annually, although we do estimate it in successive student income and expenditure surveys. It will depend on a wide range of factors, including: whether an individual takes out a Government student loan; how much student loan they are eligible for; how many years they spend in HE over which to amass their debt; whether they take out any commercial debt or build up overdrafts; and whether they have any loans from family or friends. The latest 2002/3 Student Income and Expenditure Survey showed that students graduating in 2003 anticipated leaving with an average total debt of £8,666. During the passage of the Higher Education Act through Parliament we estimated that this might rise to an average debt of about £15,000, once students paying variable fees have graduated. The 2004/5 Student Income and Expenditure Survey--which is expected to report in early 2005--will provide an estimate of total debt on leaving HE for those graduating in 2004. Individuals with government student loans leaving higher education in 2004--whether on course completion or withdrawal--will enter repayment status in April 2005. The average income-contingent student loan debt to government, for full-time students entering repayment status in April 2005, is estimated at around £7,700. Estimates for those entering repayment in April 2006 and 2007 are, respectively, around £8,000 and £9,000. Figures are reported in nominal prices including inflation.

Chris Grayling: To ask the Secretary of State for Education and Skills how many graduates have begun to repay income contingent loans in each of the past three financial years. [159850] Alan Johnson: Repayments of income-contingent loans are collected through the tax system, apart from a few exceptions. Repayments are notified to the Student Loans Company (SLC) after the end of the tax year, after which time has to be allowed for reconciliation with SLC records. Therefore complete data on the number of borrowers with income-contingent loans where repayments have begun to have been made are not yet available. Borrowers enter repayment status, i.e. are due to make repayments on their loans, in the April after graduating or otherwise leaving their course. No repayments are deducted from income-contingent borrowers whose income falls below £10,000 per year. Borrowers with income contingent loans can also make voluntary repayments, either in the form of pre-payments before they enter repayment status, or ad-hoc repayments to accelerate their repayments after entering repayment status. These repayments are made directly by the borrower to the SLC. The table shows the number of UK income-contingent loan borrowers who have entered repayment status by tax year. Chris Grayling: To ask the Secretary of State for Education and Skills how many graduates are not making repayments on their income contingent student loans; and what proportion of the total number of such loans outstanding this represents. [155452] Alan Johnson: [holding answer 27 February 2004]: The information requested is not available centrally. Borrowers enter repayment status in the April following graduation or otherwise leaving their course. There were 1,409,000 borrowers in the United Kingdom with income contingent student loan accounts at the end of the end of the financial year 2002-03 of whom approximately 298,000 had accounts in repayment status. Borrowers can have accounts both in repayment status and not in repayment status if, for example, they have attended a second course of higher education. No repayments are due from borrowers who are not in repayment status, although just under 15,000 borrowers made early repayments voluntarily in 2002-03. No repayments are deducted from income-contingent borrowers in repayment status whose income falls below £10,000 per annum. Repayments of income-contingent loans are, apart from a few exceptions, collected through the tax system. Most repayments are notified to the Student Loans Company more than one year after the end of the tax year, after which time has to be allowed for reconciliation with their records. Therefore the data on the number of borrowers with income-contingent loans where repayments are not being deducted because the borrower's income is below the repayment threshold, or for some other reason, are not yet available.

Chris Grayling: To ask the Secretary of State for Education and Skills what estimate he has made of the number of graduates in receipt of income contingent student loans who will take career breaks to bring up children; and what assumptions about the consequent subsidy costs have been included in the Government's overall estimates for student loan subsidy provisions. [155374] Alan Johnson: Our estimates of the cost of subsidising both maintenance and fee loans in 2006-07 terms were published in the Regulatory Impact Assessment associated with the HE Bill. The economic cost of providing student loans is made up of the interest rate subsidy on loans together with the cost of any loans that are never repaid (e.g. due to death, permanent disability or loans being written-off after 25 years). Modelling this cost requires taking into account a great number of factors. Important factors include: (i) The number of students in Higher Education; (ii) The parental income of those students (or their own income if independent); (iii) The proportions of students studying in London, at home or elsewhere; (iv) The propensity of students to take out each loan; (v) The distribution of fees actually charged by Higher Education institutions from 2006-7; (vi) The distribution of lengths of courses (based on internal modelling); (vii) The pattern of withdrawals from HE courses (based on internal modelling); (viii) The earnings profiles of graduates; and (ix) Macroeconomic conditions. In relation to factor (vii), the modelling of the cost of providing student loans uses Labour Force Survey (LFS) data to inform the probability of borrowers being in employment, unemployment, or economically inactive. We have used the LFS data to take account of those people who take career breaks--to raise children or for other reasons. The impact of those who take career breaks to raise children is thus reflected in the modelling but it is not possible to estimate how many borrowers will take career breaks for this reason--or to estimate the cost associated with this factor--in isolation.
