Andrew George: To ask the Secretary of State for Environment, Food and Rural Affairs how often meat and bone meal storage facilities for material produced under the over-30-month scheme are inspected; when the last inspection for each facility took place; and if she will make a statement. [107812] Alun Michael: Over-30-month scheme (OTMS) meat and bone meal storage facilities are subject to regular control visits, which are carried out by the Rural Payments Agency. The Agency undertakes quarterly Technical Inspectorate visits to such stores to check the integrity of the store, and that the scheme controls and paperwork are being correctly administered. In addition the Agency's OTMS operations team also carry out periodic site inspections on an ad hoc basis. This is the team responsible for the ongoing storage and disposal arrangements relating to OTMS meat and bone meal. In addition, when stores are either taking in or outloading material, the Agency employs the Meat and Livestock Commission as its agent to provide daily controls. These include overseeing the integrity and security of the site, accounting for every kilogram of meat and bone meal held in stock, and monitoring all activity that takes place on the storage sites. All stores are currently outloading material, but the date of the last inspection at each store is shown in the following table: _________________________________________________________________________________________________. Mr. Dawson: To ask the Secretary of State for Health what further action he plans to take to ensure that specified risk material does not enter the domestic food chain from abroad. [155834] Ms Stuart: [holding answer 27 March 2001]: Under European Union single market rules only meat which has been produced in accordance with relevant EU meat hygiene and BSE protection rules may be marketed for human consumption within the EU. These rules include European Commission Decision 2000/418/EC, which requires the removal of specified risk material (SRM) from cattle and sheep carcases at the slaughterhouse. Single market rules do not permit border controls at points of entry in respect of meat imported from other EU member states, although random checks at points of destination are permissible. The importation of fresh meat containing SRM into the United Kingdom from third countries is prohibited by virtue of the SRM Order 1997. Meat imported directly into the UK from a third country is subject to official checks at the border inspection post to ensure that it complies with all relevant EU and national public and animal health requirements. In the UK such checks have shown that the vast majority of consignments of meat imported from other EU member states have complied with the relevant EU rules. A small number of consignments, however, have been found to contain carcases with small pieces of SRM still attached. The majority of these consignments (12 out of 14) were destroyed with the remaining two returned to the export approved plant in January 2001. As a result of these findings, the Food Standards Agency (FSA) has, in each case, taken up the matter vigorously with the national Government of the exporting country concerned and with the EC. The FSA has also put in place risk-based enhanced checks on meat imported from other EU member states. The Meat Hygiene Service and its equivalent in Northern Ireland, has been instructed to check all consignments of imported carcase beef originating from those slaughterhouses which have previously exported carcases with SRM still attached. Since half of the findings of SRM have involved meat imported from Germany, the FSA has instructed that every consignment of carcase beef imported from Germany arriving at a licensed meat plant in the UK must be checked by the relevant authority for the presence of SRM. Local authorities throughout the UK have been advised to make extra checks at meat plants under their supervision known to receive imports of carcase beef, and to check every consignment of carcase beef imported from Germany for the presence of SRM. In addition, because of the disruption of British meat supplies arising from the outbreak of foot and mouth disease, enforcement authorities have been instructed by the FSA to step up levels of inspection of all types of imported meat, on a risk assessment basis, in order to ensure that all relevant public health requirements are met. The enhanced checks on meat imported from other EU member states, and the enhanced level of inspection of all imported meat, will be maintained for as long as the FSA considers such measures to be justified. The FSA will continue to monitor the situation.

Mr. Yeo: To ask the Secretary of State for Health what proportion of imported cattle carcases are individually checked for specified risk material contamination. [147857] Ms Stuart: Imported cattle carcases are generally checked for the presence of specified risk material (SRM) on a targeted basis. Imports from other parts of the European Union (EU) are checked by the Meat Hygiene Service at licensed meat plants in Great Britain, or by local authorities at other meat plants. Imports from non-EU countries are checked at border inspection posts, where checks in all cases are made of the accompanying veterinary certificate (declaring that SRM has been removed) and where a sample of consignments are in addition subject to physical checks. Only imports from Australia and New Zealand are exempt from these requirements under the Specified Risk Materials Order 1997. The Food Standards Agency (FSA) has advised that the checks should be proportionate to the risk. Recently, and as a response to the identification of SRM in imported beef from Germany and the Netherlands, the MHS has been instructed by the FSA to check 100 per cent. of carcase beef imports from Germany at GB meat plants. The MHS has also been required to give special attention to imports from abattoirs in other countries from which previous consignments of beef with SRM attached were imported. The FSA has also instructed the MHS to step up the level of checks on imported meat, in recognition of the likely increase in the volume of imports, due to the effects of the foot and mouth disease crisis on domestic supplies.

[155296] Ms Stuart: The Government are advised on matters of food safety by the Food Standards Agency (FSA). Controls on specified risk materials (SRM), such as spinal cord, are a crucial part of the protection of United Kingdom consumers against BSE, and the UK has had rules requiring the removal and safe disposal of SRM for several years. New, harmonised European-wide SRM controls were introduced with effect from 1 October 2000. Responsibility for ensuring that SRM controls are being enforced by all member states lies with the European Commission, which is currently carrying out inspection missions to all member states to check on this. Where consignments of beef imported into the UK have been found with SRM attached, the issue has been taken up vigorously with the European Commission, and with the authorities of the member states involved--Germany, the Netherlands, Spain and Italy. The FSA policy is to press for plant closures if evidence suggests that there is a system failure. It is for the national authorities to review the inspection systems at the abattoirs concerned, and three abattoirs, two in Germany and one in the Netherlands, have had their operating licences suspended by their relevant authorities until they can guarantee that no more contaminated meat will come into circulation on the market. The FSA has also instructed the Meat Hygiene Service (MHS) (and its counterpart in Northern Ireland) to inspect every consignment of carcase beef imported from Germany to licensed meat plants in the UK, and all consignments from the other overseas abattoirs concerned. Reports from the MHS show that the large majority of consignments of imported beef have had the SRM properly removed. In addition, local authorities have been advised to check all consignment of imported carcase beef from Germany at meat plants under their supervision.

Miss McIntosh: To ask the Minister of Agriculture, Fisheries and Food what inspections are carried out, and by whom, on meat imports from (a) EU countries and (b) other countries. [151672] Ms Quin: Community legislation requires member states to comply with strict hygiene rules in the production of meat and meat products in the Community before they are approved to trade. Among other things, this sets out the licensing, structural and veterinary supervision requirements to be applied in all meat plants before they can export. The European Commission is responsible for ensuring member states fulfil their obligations. EU legislation also provides for member states to carry out checks at points of destination. These are carried out by Meat Hygiene Service official veterinary surgeons at licensed premises, local authorities and the State Veterinary Service in the UK. Depending on the perceived health risk, checks at destination may be random or 100 per cent. Following the recent identification of specified risk material in imports of meat from Germany and the current foot and mouth disease problems in the UK, the Meat Hygiene Service has been instructed to step up levels of inspection at cutting plants and cold stores to ensure that increased volumes of imports can be checked for the necessary health marks and correct documentation. All meat imported from third countries into the UK must enter at designated UK border inspection posts (BIPs) where it is subject to veterinary checking. All consignments are subject to documentary and identity checks in accordance with EU legislation. These checks are to ensure that conditions of import into the Community have been complied with and that the products have remained in a satisfactory condition during transport. They are carried out by official veterinary surgeons employed by the local authority in which the BIP is located.
