No temporary licences are issued. To fish for shellfish, fishers need a shellfish entitlement on their fishing vessel licence from the Marine Manamgent Organisation (MMO) and if fishing in the 0-6 nautical mile zone, a permit from their local Inshore Fisheries and Conservation Authority (IFCA). In this case, applications may be made to the Devon and Severn IFCA

Defra works closely with the Marine Management Organisation (MMO), Inshore Fisheries and Conservation Authorities (IFCAs), and other organisations to make sure the appropriate arrangements to enforce fisheries regulations are in place. Given the multijurisdictional nature of shellfish harvesting, particularly in areas such as Whitstable, a coordinated approach is essential. In this region, the MMO, the local IFCA, Environmental Health officers, and the police work jointly to monitor shellfish harvesting activities. Where necessary, enforcement action is taken to uphold regulatory standards and protect marine resources.

All English under 12 metre fishing vessels have been required to have a functioning iVMS system on board since 12 May 2025. iVMS provides vessel level data on position, course, and speed for under12 m English fishing vessels including those involved in small-scale shellfish fisheries. This information will be used to support decisions on fisheries management planning, conservation efforts, statistical and scientific analysis, compliance, and law enforcement.

The Fisheries Act 2020 enshrines in law the Government’s commitment to sustainable fishing, including to produce Fishery Management Plans (FMPs) to ensure our stocks are being fished sustainably and the marine environment is protected.
Through FMPs we are working to further develop and implement effective, evidence-based management to deliver long-term sustainability of our important shellfish fisheries.
Once the new partnership with the EU is implemented, we expect the SPS Agreement will allow exports of undepurated Class B live bivalve molluscs from GB to the EU to resume.

I recently visited the fishing industry in Plymouth and was made aware of reports of an unusual abundance of octopus in the Southwest including Cornwall.
Defra understands this ‘octopus bloom’ is impacting shellfish potting fisheries and causing concern to the fishing industry in the Southwest.
Government scientists, the Marine Management Organisation and local Inshore Fisheries Conservation Authorities have met with Defra on the 20th of May to discuss this phenomenon, the evidence, the impacts on the crab and lobster stocks as well as possible actions.

To ask the Secretary of State for Environment, Food and Rural Affairs, what funding opportunities are available for fishermen impacted by Crustacean Mortality in North East England; how much has been allocated to date; and where that information is published.
The panel of independent experts set up to assess the cause of crustacean mortality could not find a definitive cause for the mortalities, and concluded that maintenance dredging and capital dredging were very unlikely and exceptionally unlikely to have been the cause. A range of support is provided to the English seafood sector through the Fisheries and Seafood Scheme (FaSS) and the £100 million UK Seafood Fund. FaSS includes grants of up to £100,000 to support diversification, such as gear to target new species and processing equipment to develop new products. Since opening in April 2021, FaSS has provided £2.2 million to seafood businesses in the North East and is open for applications now. In addition, the Fisheries Industry Science Partnerships (FISP) scheme, part of the UK Seafood Fund, is providing over £260,000 to a project led by the North-Eastern Inshore Fisheries and Conservation Authority (NEIFCA) that will help establish an ongoing survey programme for the inshore lobster fishery. In 2022 Defra commissioned at 3 year, £200k project to understand better the carbon sequestration potential of seaweed and bivalve aquaculture in English waters. This project is due to complete in Spring 2025, after which a final report will be published.
