The current Road Investment Strategy (RIS2) will invest £24bn in the operation, maintenance, renewal and enhancement of England’s strategic roads between 2020 and 2025 to secure safer and more reliable journeys that impact more positively on communities and places.
The Department published its Transport Decarbonisation Plan in July 2021, setting transport on the path to net zero by 2050. National Highways supports this through its own Net Zero Highways Plan which sets out how it will achieve net zero for its own operations by 2030, for road maintenance and construction by 2040, and net zero carbon travel on our roads by 2050.
A net zero Britain will still travel by road in 2050, motorways and trunk roads will continue to carry the majority of long-distance traffic, and investment in Britain’s roads supports a thriving future net zero economy.

All transport schemes are assessed for their environmental impacts in a consistent way and in line with HMT Green Book principles, using DfT Transport Analysis Guidance. Thus, their environmental impacts can be considered alongside other impacts (including costs) at key decision points. Individual schemes are also subject to relevant environmental impact assessments as part of the process for securing statutory consents.

The Department for Transport announced on 31 January 2019 it was allocating £22.9 million for research and trials on new surface materials for pothole repair. This includes providing £1.6 million to extend an existing trial of the use of plastic roads in Cumbria which is being taken forward by Cumbria County Council, as local highway authority.
As part of this trial, research into both the technology and the environmental impacts of using such materials will be undertaken by Gaist Ltd, the University of Nottingham, the University of Central Lancashire, the University of the Sunshine Coast in Australia, and the University of California, USA.
