Mr. Chope: To ask the Secretary of State for Education and Skills if she will list by education authority the amount of money paid in 2001-02 by her Department to support the education costs of children of asylum seekers dispersed to cluster areas under the Immigration and Asylum Act 1999. [47991] Mr. Ivan Lewis: £1.5 million was made available in 2000-01 to support the education costs of children of asylum seekers dispersed to cluster areas under the Immigration and Asylum Act. This amounted to £500 per child and was to be used to help settle these children into school quickly. This funding was rolled forward into 2001-02 and, due to a greater number of eligible children, was increased to £2,377,000. Thus allowing this Department to continue to make a payment of £500 per child. In addition, all schools with children of asylum seekers on their school roll, including those in the dispersal areas, receive funding for them in the same way as they do for all other children through the education standard spending assessment. In addition, there is support through the ethnic minority achievement grant. All local education authorities are eligible for this grant which totals around £154 million this year. The purpose of this grant is to support minority ethnic children at risk of underachieving and provide support to those for whom English is an additional language, including the children of asylum seekers and refugees. Mr. Chope: To ask the Secretary of State for Education and Skills if she will list by education authority the number of children of asylum seekers and refugees with English language difficulties who are not being counted as being at school for the purposes of calculating annual primary and secondary performance tables. [47990] Mr. Ivan Lewis: We received a number of requests from schools to discount children who had recently arrived from overseas (including children of asylum seekers and refugees) from the 2001 school performance tables. For the primary school tables, a total of 1,648 children were discounted from the published results in the performance tables. For the secondary school tables, a total of 1,559 children were discounted. A breakdown by local education authority, for the primary school and secondary school tables respectively, is provided. Mr. Chope: To ask the Secretary of State for Education and Employment (1) when it was decided that improvement awards should be given to all schools showing an improvement of at least 2.2 in the Key Stage 2 average point scores between 1997 and 2000; and what consultation was carried out prior to deciding the criterion; [157357] (2) when it was decided that improvement awards should be given to all schools at Key Stage 1 showing an improvement of at least 1.4 in the average point scores between 1997 and 2000; and what consultation took place with schools about the criterion for deciding awards; [157355] (3) when it was decided that improvement awards should be given to all schools showing an improvement of at least 4.9 in GCSE/GNVQ average point scores between 1997 and 2000; and what consultation was carried out prior to deciding on the criterion; [157354] (4) when it was decided that improvement awards should be given to all schools showing an improvement of at least 0.80 in Key Stage 3 average point scores between 1997 and 2000; and what consultation was carried out prior to deciding the criterion. [157356] Ms Estelle Morris: We consulted relevant national bodies about the design of the School Achievement Awards Scheme in May and June last year. We proposed then, and confirmed in September, that about 30 per cent. of maintained schools in England would receive awards, that about three quarters of these awards would be for improvement, that schools would be ranked by the differences between their Key Stage test or GCSE/GNVQ average point scores in 1997 and 2000, and that improvement awards would be given to the highest ranking schools. The minimum increases in average point scores required for improvement awards were consequences of this process.

Mr. Chope: To ask the Secretary of State for Education and Employment if he will list in respect of each local education authority in England the underlying increase in the provisional education standard spending assessment in 1999-2000 in cash terms, as a percentage, and as a percentage per pupil. [69844] Ms Estelle Morris: The table sets out the information requested for the education SSAs for 1999-2000, which were finalised on 1 February. Some 85 per cent. of the total is allocated on the basis of pupil numbers with the remainder allocated on the basis of population and resident pupil numbers. This has two main effects in creating local variations around the national increases. First, the percentage increase for a given local authority will generally be higher than the national increase if its pupil numbers have risen more quickly than the national trend. Second, authorities with above average increases in pupil numbers will tend to see their overall education SSA per pupil rise by less than the national average rate because the 15 per cent. of the SSA which is not based on pupil numbers will not rise in line with the pupil numbers, and this has a consequential effect on the year-on-year change in the overall level of education SSA per pupil. The education SSA per pupil figures have been derived by dividing the 1999-2000 SSA and the adjusted 1998-99 SSA by the total number of pupils aged 4 and over included in the relevant SSA calculations for that financial year. 3. The answer spells out the main reason why variations in the percentage increase in the SSA are negatively correlated with variations in the percentage increase per pupil figures. But an LEA would also receive an above average increase in overall SSA per pupil if: (a) other data on population used in the calculations is increasing, relative to the national trend, while pupil numbers are static; or (b) the growth in pupil numbers is concentrated in the post-16/secondary sectors which attract more SSA credit than younger children because they are more expensive to educate.
