Improving the energy efficiency of our housing stock will be vital in the long-term to making the UK more energy resilient, bringing down energy bills and meeting our 2050 net zero commitment.
Introducing tax incentives based on green energy installations could add significant complexity to the operation of the current system, as well as having an impact on the Exchequer. The government keeps all tax policy under review, and any changes are announced at fiscal events as usual.

We are investing £6.6 billion this Parliament and a further £6 billion to 2028 on making buildings cleaner and warmer. That is in addition to the £5 billion that will be delivered through the Energy Company Obligation and the Great British Insulation Scheme up to March 2026. All of our ‘Help to Heat’ schemes are available to eligible households in the private rented sector
We have also improved our information and guidance for those households who want to make energy efficiency upgrades to their property through our digital assist service: www.gov.uk/improve-energy-efficiency. This has also introduced two eligibility checkers to help landlords and tenants understand the measures available to them.

To ask the Secretary of State for Energy Security and Net Zero, what recent estimate she had made of the number of energy efficiency measures that will be delivered through the ECO4 scheme by March 2026.
In the published Impact Assessment for the scheme, the Government estimated that around 800,000 measures would be installed under ECO4 by March 2026.
Since it began in April 2022, ECO4 has delivered 319,800 measures by end November 2023, with around 32,700 measures being installed in November. Statistics are available at: www.gov.uk/government/statistics/household-energy-efficiency-statistics-headline-release-january-2024.

The Government is investing £6.6 billion over this Parliament on clean heat and improving energy efficiency in buildings. In addition, £6 billion of new Government funding will be made available from 2025 to 2028.
The Government will deliver upgrades to over half a million homes in the coming years through the Social Housing Decarbonisation Fund, Home Upgrade Grant, Boiler Upgrade Scheme, Great British Insulation scheme and Energy Company Obligation.

Hedgerows are one of the most important ecological building blocks in our farmed landscape. They maintain the distinctive character of our countryside, providing crucial habitats and food for wildlife. Our future farming schemes will incentivise the planting and sustainable management of hedgerows across England.
We are required by the Environment Act 2021 to set at least one long term biodiversity target, in addition to our target to halt the decline in species abundance by 2030. This target, and others set under the Act, will help target the causes of decline and drive actions to deliver nature recovery. We will shortly be carrying out a public consultation on proposed targets, including for biodiversity.
We will also be setting out our pathways to meet these targets in the Environmental Improvement Plan due in 2023. In order to meet our species abundance target we will need to create more, better joined up habitats, which will include hedgerows.

The Countryside Stewardship (CS) scheme provides important funding for the planting and maintenance of hedgerows. In 2021, 3870 agreements included hedge-planting, creating over 2,700km of new hedgerows. In 2021, there were also over 9,000 CS agreements with the management of hedgerows option, covering over 46,000 km of hedgerows. The new round of CS opened for applications on 8 February.
The rollout of standards in the Sustainable Farming Incentive scheme (SFI), and other environmental land management schemes, will support the delivery of our environmental and climate goals, and the delivery of our 2030 species abundance target. The hedgerow standard, part of the new SFI scheme, will continue to recognise and fund the management of hedgerows. We will pay farmers to plant more hedgerows, leave them uncut or raise the cutting height.

We have been supporting colleges up and down the country to ensure they have the capacity to deliver provision for the future. We are working with the Construction sector to plan and deliver the skills needed to decarbonise the industry and create more energy efficient builds.

I am obliged to my hon. Friend for his question, and I appreciate his desire to get the affordable homes of the future built today. Our recent consultation proposes a new householder affordability rating to measure a building’s efficiency and ensure it is affordable to heat. I am conscious that Mr Dunster has an opportunity at the Victoria & Albert Museum at the moment. I am very happy to visit his ZEDfactory in Watford, because I agree with my hon. Friend that we do need new, innovative small and medium-sized enterprises in the marketplace to drive variety in our housing market to improve the absorption rate.

Welcome back, Mr Speaker, and welcome particularly to our new Chaplain.
Homes account for about a fifth of emissions. Driving these down and improving energy efficiency are crucial to fulfilling our commitments to net zero carbon by 2050. We have committed to introducing a future homes standard by 2025, and we will respond shortly to the 3,000 or so responses to our consultation—it closed on 7 February—which proposes carbon emissions at least 75% lower from 2025.

Bees and other pollinators are vital for the environment and our food production. We want to ensure they survive and thrive. The national pollinator strategy was drafted with the help of many interested organisations and is out to consultation. It refreshes our commitment to safeguarding bees and building on our long-established policies to support pollinators, including habitat and species conservation.
In Leighton Buzzard and Linslade, Leighton-Linslade town council, Central Bedfordshire council and South Bedfordshire Friends of the Earth have done excellent work in encouraging bees by planting wild flowers and leaving areas of grass uncut. That has made a huge difference—a lot of volunteers are onside. Will the Minister agree to come to see that work to see whether it can be replicated elsewhere? Perhaps at least one of his officials could come.
