Mr. Gareth R. Thomas: To ask the Secretary of State for the Environment, Transport and the Regions what measures his Department is taking to promote the uptake of the environmental management systems ISO14001 and Eco-Management and Audit Scheme (EMAS). [66626] Mr. Meale: The Government fully support and promote the use of environmental management systems and promote the EU Eco-Management and Audit Scheme (EMAS) alongside the international standard for environmental management systems (ISO 14001) as complementary means for business to continuously improve performance. My Department has produced and made available free of charge a full range of introductory leaflets, guides, case study material and videos to encourage business and local authorities to participate in EMAS. These are now all available from the Institute of Environmental Assessment, who I appointed last year to succeed my Department in administering the scheme. EMAS and ISO 14001 are both promoted by my Department and by the IEA at exhibitions and conferences. We are also funding separate promotional efforts by the IEA which is planning to establish a dedicated EMAS website. My Department is currently working with the Transport and General Workers Union on an EMAS Handbook to help all employees to understand and implement environmental management systems. Last November we set up a new environment and energy helpline to provide guidance for small and medium firms on how good environmental performance can help their businesses. EMAS and ISO 14001 were also featured in the Government's recent consultation paper on "Sustainable Business", part of the wider consultation on sustainable development. My Department has been fully involved in the current revision of the EMAS Regulation and in pressing for changes, including the incorporation of key elements of ISO 14001, to further enhance its attractiveness to business. Seeking views from business and other interested parties about the proposed changes has provided a further opportunity to raise awareness of EMAS and indirectly of ISO 14001.

Mr. Andy King: To ask the President of the Board of Trade if she will make a statement on the future of the United Kingdom Register of Quality Assessed Companies. [18268] Mr. Battle: The Register was introduced in 1983 as a voluntary guide to ISO 9000 certification bodies and the companies they certify. The Register was compiled and published by Her Majesty's Stationery Office. My Department's role, as the accreditor of certification bodies, was to invite accredited certification bodies to contribute to the Register and to check the accuracy of those contributions before they were published. My Department also provided a complimentary copy of the Register to each contributing certification body. In 1995 my Department established, as a company limited by guarantee, the United Kingdom Accreditation Service (UKAS) as the sole national accreditation body for certification bodies, testing and calibration laboratories and inspection bodies. Accreditation consequently passed from the public to the private sector, although my Department retains firm links with UKAS through a memorandum of understanding and a licensing agreement, As a result of this shift in responsibility, UKAS was asked to consider taking over my Department's functions in relation to the Register. In 1996, following the privatisation of Her Majesty's Stationery Office, compilation and publication of the Register passed to The Stationery Office Ltd. I have now agreed with UKAS and The Stationery Office Ltd. that the functions previously undertaken by my Department will pass to UKAS. In recognition of this, and of the increasingly international nature of accreditation and certification, the title of the Register will be amended to the QA Register with effect from the 1998 edition. The Stationery Office Ltd. will continue to publish the Register. The precise content and style of the Register will be matters for UKAS and The Stationery Office to decide jointly. My Department will continue to fund complimentary copies of the Register for each contributing certification body. This provision will be reviewed after two years.

Mr. Meacher: To ask the Secretary of State for the Environment what assessment he has made of the implications for the United Kingdom environment policy of ISO 14001 published in September; and if he will make a statement. [40653] Mr. Clappison: The White Paper on sustainable development--Cmnd. 2426--set out the Government's belief that voluntary initiatives by business have a vital role to play. The Government therefore welcome the new international standard for environmental management systems, ISO 14001, as it provides a management tool which will enable businesses voluntarily to improve their environmental performance. I was delighted earlier this week to address the British Standards Institution's conference to launch ISO 14001 in this country, an event which aptly reflected the pioneering work previously done by the institution to establish the world's first specification for environmental management systems, BS 7750. Businesses now have a framework for a voluntary and proactive approach to the management of their environmental impacts which is backed up by a regime of independent certification and is recognised worldwide. Companies making use of the standard will also be well on the way to achieving registration of their sites under the eco-management and audit scheme, which was launched last year across the European Union and is keenly supported by the Government. These initiatives, with their industry-wide recognition, should together form a powerful incentive for progressive business organisations to improve their competitiveness and at the same time raise the level of their environmental performance well above the minimum demanded by regulation.
