The targeting of aid workers in any circumstances is totally unacceptable. Gaza remains the deadliest place in the world for humanitarian operations, with over 500 aid workers killed since the start of the conflict. We have been clear that the Government of Israel must comply with its obligations to facilitate humanitarian assistance and ensure that aid workers are able to operate safely.

Despite repeated calls, the warring parties continue to block independent experts from assessing the full scale of casualties across Sudan, but it is clear that they have occurred on a devastating scale. The UK has consistently highlighted the severity of the crisis in Sudan since the start of the conflict in April 2023. As the world's worst humanitarian situation, we assess that over 33 million people are in urgent need of aid, and 12 million people have been forced to flee their homes. We continue to do everything possible alongside our international partners to secure a cessation in the violence and the provision of unrestricted humanitarian support to the millions in desperate need.

We remain concerned about the pattern of drone warfare in Sudan including attacks against civilians and civilian infrastructure. Co-hosting the International Sudan Conference in Berlin on 15 April, we joined other participants in calling on the warring parties to end the conflict and adhere to their obligations under international humanitarian law. Previously, on 26 February, we launched the Coalition on Atrocity Prevention and Justice in Sudan, bringing together likeminded partners to press for accountability, advance justice and bolster local peacebuilding and protection efforts.

The UNHCR further report that, since early March, over one million people have been displaced across Lebanon, with more than 140,000 individuals currently staying in Government designated collective shelters. Over 280,000 people are reported to have crossed into Syria through the three official border crossings, including almost 238,000 Syrians and around 44,000 Lebanese.

We read the UN report with great concern. The finding that more than 38,000 women and girls have been killed in the conflict is both devastating and appalling. Through our humanitarian and early recovery programmes, we are addressing the specific needs of women and girls as a priority, for example by supporting trusted humanitarian partners to expand protection and gender-based violence response services. We are clear that the Government of Israel must fully abide by its obligations to facilitate the delivery of humanitarian aid into Gaza, in accordance with international law.

Protecting civilians is at the heart of defence’s approach to human security where we work through multiple channels to promote human security and - within this - the protection of civilians.
The UK is the co-chair of the International Contact Group on Civilian Harm Mitigation and Response and regularly delivers training on human security to other nations; is a signatory of the Political Declaration on strengthening the protection of civilians from the humanitarian consequences arising from the use of explosive weapons in populated areas (EWIPA); has endorsed the Safe Schools Declaration which outlines a set of commitments to strengthen the protection of education from attack and restrict use of schools and universities for military purposes, and; is a state party to Protocol V of the UN Convention on Conventional Weapons which requires states to focus on prevention and clearance of unexploded ordinance.
