Llew Smith: To ask the Secretary of State for Environment, Food and Rural Affairs, if she will make a statement on the outcome of
the Climate Change Conference in New Delhi; and if she will place in the Library copies of (a) the United Kingdom submissions, (b)
other nations' submissions relevant to UK policy and (c) the text of the final communique«. [80349]
Mr. Meacher: There were two main outcomes from the Eighth Conference of the Parties to the UN Framework Convention on Climate Change
(UNFCCC), held in New Delhi, India from 23 October to 1 November 2002.
The first was that good progress was made on several technical issues which are key to building the architecture for effective
implementation of the Kyoto Protocol.
The first report of the Clean Development Mechanism (CDM) Executive Board, established at COP7 in Marrakech, was approved. This will
allow for the prompt start of the CDM and projects should start to come through the system next year. This should result in
investment benefits for developing countries and help developed countries meet their Kyoto commitments. Work on how to include
afforestation and reforestation projects under the CDM continued and is on track for agreement on schedule at COP10.
The final element of the guidelines on the reporting and review of accounting for total emissions under Marrakech Accords (the rules
implementing Kyoto) was agreed. Regular reporting and review is essential, for transparency in the system and to ensure that parties
are keeping to detailed trading rules.
There were also productive discussions on legal and institutional matters, in particular on how the first meeting of the Kyoto
Protocol governing body should be convened in conjunction with the Convention governing body.
Guidance was also agreed on how developing countries should report information to the COP in their national communications. This is
essential for assessing the size of the global problem and as a basis for informing decisions on future action. Guidance was also
agreed for the new funds agreed in Bonn and Marrakech last year.
The second outcome was the Delhi Declaration on climate change and sustainable development. Negotiations on the text were dominated
by the developing country concerns of vulnerability to climate change and the fneed for countries to adapt to it effects, and by
their reluctance to initiate a process for considering what more needs to be done by the international community until greater
progress has been made in implementing existing commitments under the UN Framework Convention on Climate Change and the Kyoto
Protocol. The final text was therefore less forward-looking than we and our EU partners would have liked. Nevertheless, the
Declaration makes important points about setting climate change in the context of sustainable development and puts a welcome focus
on the needs of developing countries in trying to adapt to climate change.
There were no UK submissions on issues discussed in New Delhi because the EU negotiates as a block in the UNFCCC. Denmark, which
currently holds the Presidency, made submissions on behalf of all Member States. I have today placed copies of all EU submissions
relevant to UK policy in the library, along with those from other Parties to the UNFCCC on the same subjects, and a copy of the
final text of the Delhi Declaration. When they are available, I will also place copies of the formal EU statements made during the
conference in the Library.

Ms Walley: To ask the Secretary of State for Environment, Food and Rural Affairs what the rules are for carbon trading for companies
participating in climate change agreements; and what the timetable is for their application. [53794]
Mr. Meacher: In August 2001, the Government published the "Framework for the UK Emissions Trading Scheme" which sets out how
companies participating in climate change agreements will be able to trade carbon dioxide emission allowances. In April 2002, the
Government issued guidance on how companies and sector associations in climate change agreements might wish to manage their
interface with the UK emissions trading scheme. The Government intend to consult on legal rules to supplement these guidance
documents in June 2002.
Since 2 April 2002, companies in climate change agreements have been able to buy allowances in the UK emissions trading scheme. Once
the rules are finalised, they will be able to use these allowances to meet the target in their climate change agreement. However,
the Government will not allocate any allowances to companies that have overachieved their target until companies' emissions have
been independently verified at the end of the current `target period'. Depending on the industrial sector, the current `target
period' will end between 30 September and 31 December 2002.

Mr. Martyn Jones: To ask the Secretary of State for Environment, Food and Rural Affairs what assessment she has made of the recent
Royal Society report, "The Role of Land Carbon Sinks in Mitigating Global Climate Change". [4039]
Mr. Meacher: The Royal Society's report is a valuable contribution to the debate on how to respond to the threat of climate change.
In particular we share the Society's view that, because of the finite size, uncertainty and potential reversibility, sink
enhancement should not divert resources from technologies which reduce emissions. We also agree with the Society that steps should
be taken to manage forests and crops in a way that protects and enhances their role as a carbon sink in a manner compatible with
other goals of sustainable development, and accept the need to increase accuracy of monitoring and verification of land sinks. The
Society's conclusions are consistent with the policy that the UK pursues in the international climate negotiations, and with UK
policies for sustainable agriculture and forestry. We congratulate the Society on timely publication of the report shortly before
the successful resumption of the climate change negotiations in July.

Mr. Meacher: [holding answer 13 July 2001]: The UK's climate change programme that was published in November 2000 sets out full
details of all the policies and measures that are reducing the UK's greenhouse gas emissions. The UK's baseline projections, that
include the effect of some policies that have been introduced since Kyoto in 1997, estimate that the UK's emissions could be about
15 per cent. below 1990 levels by 2010. We estimate that the additional policies outlined in the programme could reduce our
greenhouse gas emissions to 23 per cent. below 1990 levels by 2010.
The table provides details of the savings from additional policies that we estimate could be delivered from each sector.

The UK's baseline projections include the effect of the fuel duty escalator to 1999 (1-2.5 MtC), the price effect of the climate
change levy (2 MtC) and delivery of the 10 per cent. renewables target (2.5 MtC). It has not been possible to identify separate
carbon savings from aviation, although action is being taken to tackle the rising emissions from this sector. Reduced emissions of
methane and nitrous oxide from the agriculture sector, and of nitrous oxide and the fluorinated gases from the industrial sector,
have also already been included in baseline projections.

Joan Ruddock: To ask the Secretary of State for Trade and Industry if revised estimates of emissions of carbon dioxide from the
electricity sector have been made to reflect the changes in operational management of (a) combined heat and power and renewable
electricity generating plant and (b) centralised power stations since the start of the New Electricity Trading Arrangements; and if
these changes are reflected in the Government's UK climate change strategy. [4753]
Mr. Wilson: CO2 emissions from the electricity generation sector for the first full quarter under the New Electricity Trading
Arrangements (NETA) are not yet available. Government projections of CO2 emissions were last published in November 2000 as Energy
Paper 68.{1} These, along with the Government's climate change strategy, are long-term by their nature and we see no reason to
revise either at this stage. We do not, as yet, have sufficient information on CHP, renewable or indeed any generation to assess
resulting changes in the electricity sector fully. In any event, we are still in the early days of NETA and generator behaviour in
response to the new arrangements is unlikely to have settled down. There have been particular issues regarding the impact of NETA on
renewables and CHP generation, which Ofgem will shortly be publishing a report on.

Mr. Damian Green: To ask the Secretary of State for Environment, Food and Rural Affairs what role is played by carbon sinks in the
Government's climate change strategy. [818]
Mr. Meacher: The UK already has policies in place which are consistent with its responsibilities under the United Nations framework
convention on climate change to protect and enhance carbon sinks, such as forests. The Government continue to support the planting
of new woodland. The total uptake by sinks from UK agriculture and forestry is projected to increase from around 1.7 per cent. of UK
carbon dioxide emissions in 1990 to 2 per cent. in 2010, although not all of this could be counted towards the UK's commitment under
the Kyoto Protocol. If the present rate of increase in tree cover continues, afforestation since 1990 could save 0.6 MtC in 2010.
