To ask the Secretary of State for Transport, what the net savings are expected to be from rationalising the Department’s London estate and expanding its presence in Leeds and Birmingham, after accounting for relocation, refurbishment and dual-running costs.
The Department for Transport expects to save approximately £1.8m per year upon completion of the Whitehall Rationalisation programme, once relocation and dual running costs are considered and the Departments moving into Great Minster House start contributing to building lease costs.

As at the 30 November 2024 there were 149 employees of the department based in the Birmingham office. The department is consulting staff and Trade Unions on the decision to close the Birmingham office. This consultation will consider the impact on the individuals affected with a view to putting in place measures to mitigate that impact and enable them to continue to perform their roles effectively.

The Government is committed to launching new Hubs across the UK including in Birmingham, and commercially sensitive discussions regarding prospective solutions for Birmingham 3 are ongoing. The Government has committed to relocate over 1,150 roles to Birmingham from London by March 2025 with over 850 roles already relocated.
Two Hubs are already in operation in Birmingham at 23 Stephenson Street, supporting 1,607 full time equivalent roles and 21 client departments, as well as 3 Arena Central, supporting 4,000 full time equivalent roles from HMRC, VOA and DWP.

To ask the Secretary of State for Justice, how many offenders have been relocated to Birmingham to serve their probation in the last 12 months.
In order to obtain data on the relocation of people on probation, individual case files would need to be reviewed. The information could therefore not be collated without incurring disproportionate cost.
His Majesty’s Prison and Probation Service provides accommodation directly to some offenders through its Community Accommodation Service: for example, approved premises for high-risk offenders and temporary accommodation for homeless prison leavers. We endeavour to accommodate offenders in an area that would be best for their rehabilitation, usually this is in their local area. However, a range of factors needs to be considered, including but not limited to the protection of victims. It may sometimes be more beneficial for an individual to be placed outside of an area where they have existing links due to their personal circumstances. This can include on occasion both individuals originally from elsewhere being housed in Birmingham, and individuals originally from Birmingham being housed elsewhere.
Offenders supervised by probation will normally be allocated to the Probation Delivery Unit local to them. Changes of location during a sentence can be disruptive and potentially impact on risk management and sentence planning and delivery. Changes can also, however, provide an opportunity for refreshing engagement, and the strengths and benefits of any move must also be identified and encouraged. In order to mitigate any risks, case transfers from one probation area to another are planned and managed.

To ask the Secretary of State for Transport, what recent progress he has made on his Department's policy to create a second headquarters in Birmingham and a northern hub in Leeds.
The department has opened its new hubs in Birmingham at 2 Snow Hill and in Leeds at 7/8 Wellington Place. All core Department jobs, across all grades and professions, are being advertised in our new hubs with very limited exceptions. As of the end of 2021, 134 roles have been filled in Birmingham and 128 in Leeds, including Senior Civil Service roles.
