As stated in the previous answer, decisions on whether to abandon wells are ultimately a matter for the company.

I thank the Prime Minister for sticking by her words and giving communities in Fylde the final say on fracking, but as always the devil is in the detail. Will the Prime Minister assure me that local consent will be measured independently and transparently, that in no circumstances will fracking companies be directly engaged in assessing local consent, and that if people in Fylde say no, that view and that decision will be respected and acted on by this Government?

Will the Prime Minister assure me that local consent will be measured independently and transparently, that in no circumstances will fracking companies be directly engaged in assessing local consent, and that if people in Fylde say no, that view and that decision will be respected and acted on by this Government?
I agree very strongly with my hon. Friend. I know he cares deeply about this issue. I assure him that we will consult on a robust system of local consent and give clear advice on seismic limits and safety before any fracking takes place. The consultation will consider all the relevant people—the regional Mayors, the local authorities and parishes—and the concerns of those who are directly affected. My right hon. Friend the Business Secretary will say more about this later today.

The Government believes that communities should experience direct benefits from hosting hydraulic fracturing sites in their area. At the exploration stage, £100,000 in community benefits will be provided per well-site when hydraulic fracturing takes place and 1% of revenues at production stage will be paid out to communities.
I am pleased to see that these benefits are already being realised from Cuadrilla’s operations in Lancashire. Cuadrilla has spent almost £9million directly with suppliers based in Lancashire, has over 700 local companies registered with its supplier portal and has provided over £200,000 for local sponsorship schemes.

I am very happy to reassure my hon. Friend that we have a robust regulatory framework in place to ensure that shale exploration is carried out in a safe, sustainable and environmentally sound manner. The Environment Agency can undertake announced and unannounced inspections, and if there is any breach of a permit condition or a serious risk to people or the environment, it can take a number of enforcement actions, including the immediate ceasing of operations.

If the sites identified by Cuadrilla at Little Plumpton and Roseacre are granted planning permission along with the required permits from the Environment Agency, the Agency would inspect the sites during the preparatory works and the operational life of the sites, as well as at the end of operations. This would be done at a frequency appropriate to the risks that the sites present to the environment.
Once operational work has begun, the Health and Safety Executive and the Environment Agency will conduct joint inspections of the key operations at the sites. These meetings and visits may include other licensing or statutory bodies as appropriate.

I am not aware of any proposals for fracking off the Fylde coast. Monitoring of any fracking within Fylde is described in the written ministerial statement on Exploration for Shale Gas made by the Secretary of State for Energy and Climate Change, the right hon. Member for Kingston and Surbiton (Mr Davey), on 13 December 2012, Official Report, columns 44-52WS.
