The Department for Science, Innovation and Technology is responsible for technology policy around the development, validation and uptake of alternative testing methods, led by Lord Vallance. The Home Office is responsible for regulation of the use of animals in research under the Animals (Scientific Procedures) Act 1986 which is the legislation that protects animals used for scientific purposes, led by Lord Hanson. Defra is responsible for enacting and enforcing the Animal Welfare Act 2006 which outlines the basic duty of care for animals, led by Baroness Hayman. Defra also develops and implements specific animal welfare regulations, such as animal transport.

Lord Hanson of Flint is the Home Office minister responsible for relations with Overseas Territories.

In light of this, high level criteria for the skills and experience required for an individual to do the role are developed. Appropriate due diligence checks are carried out by the department and consideration given to any conflicts of interest with the role and whether/how these can be managed.

Direct appointments are not public appointments (which are made by ministers to non-executive roles on the bodies and offices listed in an Order in Council and therefore the process and principles of the Governance Code do not apply. It is Government policy not to comment on individual Ministers’ security arrangements. Ministers receive support and expert advice to help them meet their obligations in the most appropriate and secure fashion. That includes regular security briefings for Ministers, and advice on protecting their personal data and mitigating cyber threats.

The provision of payments connected to the loss of ministerial office is set out in legislation. Outturn figures will be published in the department’s audited annual reports and accounts in due course.

The RAF operates a small Command Support Air Transport fleet which has not been used by a Home Secretary.

Joint Helicopter Command, sitting within the Army, only has accessible records dating back to 2017. In that period, there are no previous taskings solely for the Home Secretary. It is possible, however, that previous Home Secretaries may have flown on RAF helicopters with Prime Ministers or the Secretary of State for Defence.

My hon. Friend is absolutely right. We fully support the Home Secretary and the important measures she has taken, whether on the Rwanda scheme, implementing the Nationality and Borders Act 2022, or the new deal with France to make sure that we collaborate with our international partners on a shared issue. He can also rest assured that that will be opposed tooth and nail by the Labour party.
