We condemn the persecution of current and former BBC Persian employees and their family members, and the many individuals who have had their assets frozen or are banned from leaving Iran. These actions by the Iranian authorities contravene multiple international human rights obligations, including restrictions on media freedom.
We continue to regularly raise this harassment directly with the Iranian government, as well as in multilateral fora, including the Human Rights Council. In October 2020, at the UN Third Committee, we urged Iran to cease their harassment of journalists and media organisations; and in March 2021, at the Human Rights Council, we made clear to Iran that their repeated violations of human rights are unacceptable. We will continue to call out these violations for as long as Iran commits them.
The British Government is committed to the promotion of media freedom. Journalists must be able to investigate and report independently.

We have made it clear that the UK strongly supports COVID-19 vaccine uptake worldwide. The BBC World Service is an internationally trusted broadcaster, and is editorially and operationally independent of government. It would not be appropriate for the FCDO to direct programming.

As Minister Adams said in the House of Commons on 4 February, the BBC report of 3 February includes deeply distressing testimony of the rape, torture and dehumanisation of Uyghur women in Xinjiang detention centres. It is a further, compelling addition to the growing body of evidence of the gross human rights violations being perpetrated against Uyghur Muslims and other minorities in Xinjiang. The Government has raised the specific allegations in the BBC report with the Chinese Embassy in London. The Government has also raised China's decision to ban BBC World News in mainland China - an unacceptable curtailing of media freedom - directly with the Chinese authorities.
We continue to play a leading role in holding China to account for human rights violations, working closely with international partners, including at the UN. On 22 February, during his high level statement to the Human Rights Council, the Foreign Secretary underlined the need for urgent and unfettered access to Xinjiang for the UN High Commissioner for Human Rights or another independent fact-finding expert.

The BBC announced in September 2020 their decision to close the Sinhala radio service, and we understand that plans for the closure are proceeding on the planned schedule. The BBC are maintaining their newsgathering presence in Sri Lanka and will focus on developing digital output. The BBC are operationally and editorially independent from Government, and the FCDO cannot dictate where changes to services may fall. The Sinhala service is also outside of the FCDO-funded World2020 programme.

He is right to say that we value the role of the BBC World Service in projecting UK soft power around the world, and I will look very carefully at future funding in the context of the spending review.
