To ask Mr Chancellor of the Exchequer, whether he plans to bring forward legislative proposals for tax relief for orchestras and high-end TV tax relief before April 2015.
The government introduced legislation for high-end TV tax relief in the Finance Act 2013. As announced at Autumn Statement 2014, the government is exploring with industry whether to reduce the minimum UK expenditure requirement from 25% to 10% and modernise the cultural test.
As announced at Autumn Statement 2014, tax relief for orchestras will be available from April 2016. The government wants to provide orchestras with the time to make any necessary arrangements so they are in a position to claim the relief once it becomes available.
Women have traditionally been under-represented in the classical music world. Will my right hon. At Autumn Statement 2014, the government announced it would introduce a new tax relief for orchestras from April 2016. The government launched a consultation on 23 January 2015 to help inform the design of the relief. The value of the relief will depend on the final design and more detail will be set out later this year.
We in Stratford-on-Avon are rightly proud of our world-class chamber orchestra, the Orchestra of the Swan, which, as well as playing to packed audiences in Stratford, is busy exporting British culture to the US and China. What assessment has my right hon. Friend made of the extra jobs and growth resulting from the new tax relief for theatres and orchestras?

Friend’s request, we have also helped the Royal Shakespeare Company to take its plays to China. The orchestra tax relief, the consultation on which we announced last week, will be another huge boost for British culture
and music. We will set out further details in the Budget about how it will work, but it will be there to support a thriving orchestra industry—if that is the right word!

As announced at Autumn Statement 2014, the government will consult on a new tax relief for orchestras in early 2015. The government will publish a consultation document early next year.

I am aware of the difficulties that the Ulster Orchestra is facing in respect of securing funding but this is a devolved matter and is for the authorities in Northern Ireland to consider.
