DFID has allocated £39.5 million to the humanitarian crisis in Iraq since June and is delivering a range of life-saving assistance such as food, water, shelter, sanitation and medical care to those who have been displaced by the conflict.
All UK funded aid is distributed on the basis of need to ensure civilians are not discriminated against on the grounds of race, religion or ethnicity. Our aid is reaching thousands of vulnerable displaced people across Iraq. This has included delivering aid to thousands of people trapped by ISIL in the Iraqi town of Amerli, including many from the Turkmen community.

The UK has allocated £39.5 million to the crisis since June to ensure that the needs of those who have been displaced are addressed. This funding will allow partners on the ground to deliver a range of basic life-saving assistance such as food, water, shelter, sanitation and medical care. This funding included support for the World Food Programme to provide food assistance to displaced people, and support to UNICEF for child protection activities.

The UN estimates that 1.9 million people in Iraq have been displaced by the humanitarian emergency in total. DFID has allocated £23 million to the crisis since June and we continue to monitor the evolving humanitarian situation. All UK aid partners responding on the ground in Syria and in refugee hosting countries target the most vulnerable individuals caught up in conflict – particularly women, children, people with disabilities and the elderly. Programmes are designed in close collaboration with disabled people and their families to ensure due consideration of their particular needs and all new DFID projects must demonstrate compliance with the International Development Gender Equality Bill.

In response to the current crisis, the UK has allocated an overall aid package of £23 million for 2014/15 to support the needs of internally displaced people in Iraq. £18.7 million of this has been allocated for Northern Iraq. Given the displacement and movement of people in Iraq, it is not possible to have precise information on the number of women and girls assisted by UK aid programmes in the Kurdistan Region of Iraq.
DFID funding includes programming to prevent and respond to sexual violence. Activities include establishing women and children’s community centres, which provide group counselling and support for women, as well as offering safe spaces for children to play and learn.

The Department for International Development used the expertise and experience of the UK Military, and worked with other international partners including the US, to ensure aid packages reached civilians most in need in Northern Iraq.

The UK is doing all it can to minimise the risks of aid being diverted or misused in Iraq. UK funds are channelled through organisations that have a strong track record of delivering humanitarian aid in difficult and dangerous places. We also apply a rigorous process of due diligence, where they must demonstrate clear and accountable governance structures, with transparent and accountable financial procedures. All partners that receive UK funding must also demonstrate full compliance with humanitarian principles.

DFID is already delivering at scale in Iraq. UK Aid has provided £17.5 million (of a total £23m) in funding to the UN, NGOs (Non-Government Organisations) and ICRC (International Committee of the Red Cross) for projects including winterisation assistance such as shelter kits for people living in collective shelters and unfinished buildings. In addition we have supplied 1,545 winterised tents and 4,720 thermal blankets for various UN agencies and NGO partners to distribute across affected areas including to families vulnerable in the winter climate. Our Advisors on the ground are working closely with aid agencies, the UN and the Kurdistan Regional Government to ensure that there is both an accurate assessment of need and an effective plan for meeting it. The UK will continue to closely monitor the situation in the Kurdish and wider regions of Iraq.
