If I may take a liberty, may I adapt her party's election slogan and say that if she keeps up momentum, we might be able to look forward to a future circus for all?

I note what the hon. Gentleman has said and I congratulate him, because he has taken a close interest in these matters. I think that his lobbying has finally been successful. I know that the group is meeting again at the end of March and I hope that the consultation will then be produced immediately after the election and that the new regulations can be brought into force quickly.

We have convened a working group of stakeholders, which includes local government and circus representatives, to develop options for what is called a portable licence for travelling circuses. The group met on 23 February and hopes to conclude its work by late spring, after which there will be a public consultation on possible options.

After careful consideration of recent studies and the representations we have received on the issue of wild animal acts in travelling circuses, on 21 December 2009 DEFRA launched a public consultation on how best to safeguard the welfare of these animals.We are consulting on three options:"A complete ban on the use of wild animals in travelling circuses.""Voluntary self-regulation of the use of wild animals in travelling circuses.""Compulsory statutory regulation of the use of wild animals in travelling circuses."The consultation will run until 15 March. Further information is available on the DEFRA website.

The source referred to in the answer of 7 December, the first element of the Circus Feasibility Study, was the report and recommendations of the two zoo licensing inspectors who visited two circuses while travelling, and one at their winter quarters.The wider findings of the circus feasibility study were discussed on 26 October with animal welfare organisations, including representatives from the RSPCA, Animal Defenders International, Captive Animals Protection Society and the Born Free Foundation. A similar meeting took place with representatives from the circus industry, including Performing Animal Welfare Standards International, Circus Mondao, Bobby Roberts Super Circus and the Great British Circus on 22 October.

Travelling funfairs and circuses do not, by their nature, occupy a permanent site for shows and will not, therefore, be valued for rating. The permanent occupiers of these sites may be liable to rates, e.g. as a car park and valued as such. Winter quarters, where a permanent retained occupation, will be liable to rates.

During the passage of the Animal Welfare Bill through Parliament a Circus Working Group was established consisting of representatives of welfare organisations and the circus industry, together with an academic panel from the scientific community. The group was charged with examining the issues relating to the transportation and housing needs of wild animals (i.e. animals not normally domesticated in the British Isles) used for performance in travelling circuses. The conclusions were that there was not enough evidence to show that the welfare of wild animals in circuses is any better or worse than those in other captive environments and that available scientific evidence was insufficient to justify regulations being introduced to ban wild animals being used in circus performance.In the light of these conclusions we commenced a feasibility study on the possibility of introducing regulations. The first element, a report and recommendations from two zoo inspectors who have undertaken visits to both travelling circuses and winter quarters, has now been completed. The findings of the first element have been discussed with representatives of welfare and industry organisations and we are aiming for completion by the end of the year.
