Mr. Berry: To ask the Secretary of State for Health how he plans to support primary care trusts in setting local delivery targets
for the Children's National Service Framework. [223848]
Dr. Ladyman: The Department is keen to encourage maximum flexibility in the setting of local targets, to ensure that they are
appropriate to the needs of local communities. The Department has set out six principles for local target setting for the national
health service and social care as part of its planning guidance, "National Standards, Local Action".
Primary care trusts must agree appropriate local targets, in line with the six principles, with their strategic health authority,
which is responsible for offering support throughout the planning process. In providing the context for these principles, the
guidance states that organisations will need to be guided by the evidence set out in national service frameworks.

Mr. Burstow: To ask the Secretary of State for Health (1) what advice has been given to strategic health authorities on supporting
the development of integrated paediatric continence services by primary care trusts; [224189]

whether guidance has been distributed at the local level; [224190]
(3) what action he will take to promote the provision of integrated paediatric continence services. [224191]
Dr. Ladyman: Strategic health authorities (SHAs) and primary care trusts (PCTs) have all received the national service framework for
children, young people and maternity services (children's NSF). This promotes the development of integrated, community-based
paediatric continence services. It states that service provision should be informed by the NHS Modernisation Agency's 2003
publication "Good Practice in Paediatric Continence Services--Benchmarking in Action", which is available on the clinical governance
support group's website at www.cgsupport.nhs.uk/PDFs/articles/Mod Agency Good Practice.pdf.
The Department has also set out principles for local target setting for the national health service and social care as part of its
planning guidance, "National Standards, Local Action". This requires PCTs to agree appropriate local targets with their SHA, which
has a responsibility to offer support throughout the planning process. "National Standards, Local Action" states that organisations
will need to be guided by the evidence set out in the national service frameworks. In the case of the children's NSF, the Healthcare
Commission will inspect and review progress towards achieving the standards over a 10-year implementation period.

Mr. Burstow: To ask the Secretary of State for Health (1) how many NHS trusts have the necessary (a) facilities and

Dr. Ladyman: The Department has invested £125 million into the modernising hearing aid services (MHAS) project since it
started in September 2000. This project is being managed on behalf of the Department by the Royal National Institute for the Deaf
(RNID).
All national health service audiology departments, which are part of the MHAS project, within England have a named lead primary care
trust (PCT) which acts on behalf of all those PCTs which commission audiology services from each NHS trust.
In spring 2004, the RNID undertook a comprehensive series of 26 seminars across England to promote the benefits of the MHAS project.
All PCTs and strategic health authorities were invited to attend these events.
95 per cent. of all NHS audiology departments in England are fitting digital hearing aids routinely to those people they have
diagnosed as suitable and the few remaining departments will be offering the service by the end of March 2005.
The Healthcare Commission is responsible for regulating and inspecting NHS services, including audiology services.
There are no plans to centrally collate statistics on waiting times.

Mr. Hutton: Last year, the Department announced 88 Spearhead primary care trusts, which are the 88 areas with the worst health and
deprivation indicators. In the recent allocations round, Spearhead PCTs received above average growth. By 2007-08, Spearhead PCTs
will be allocated £1552 per person, compared with an average for all PCTs of £1338 per person.

Malcolm Bruce: To ask the Secretary of State for Health (1) what assessment he has made of the use of funds allocated to primary
care trusts for the purpose of ensuring that deaf people receive equal treatment and access to medical care; and if he will make a

(2) what plans he has to issue instructions to (a) primary care trusts, (b) health trusts and (c) foundation
hospitals to record deafness and the preferred communication method for the purpose of the proposed needs assessments to be
undertaken by these bodies. [222548]
Dr. Ladyman: The Healthcare Commission is responsible for regulating and inspecting national health service services including those
for deaf people.
The Department has no plans to issue such guidance to health and social care providers at a local level. However, individual health
and social care practitioners are expected to record the preferred methods of communication of deaf and hard of hearing clients.
Good practice guidance published jointly by the Department and the Disability Rights Commission last year gives practical
suggestions of ways in which NHS managers and healthcare staff can make a real difference by meeting the needs of disabled service
users, including those who are deaf.
Information on deafness is not collected centrally.

Mr. Hutton: [holding answer 14 March 2005]: The table shows the 50 primary care trusts (PCTs) that were allocated on account
of their rural character additional funding to provide out-of-hours services. The additional funding was aggregated to strategic
health authority level and decisions about final allocations were agreed locally.

Mr. Gibb: To ask the Secretary of State for Health what requirements there are for primary care trust funding panels to consult
patients before reaching a decision on whether to fund treatments and drugs. [213588]
Mr. Hutton: There is no formal requirement for primary care trust (PCT) funding panels to consult patients before reaching a
decision on whether to fund treatment and drugs. However, in cases where there is no guidance from the National Institute of
Clinical Excellence (NICE) and a local decision needs to be taken, such consultation would be considered good practice.
Where the National Institute of Clinical Excellence has recommended a treatment in a technology appraisal, PCTs normally have to
make funding available for this treatment within three months of the appraisal's publication. NICE consults widely with a range of
stakeholders, including patients and patients' organisations, before making a technology appraisal decision.
In addition, all PCTs have patient and public involvement forums, which exist to monitor and review the services arranged and/or
provided by the trust from the perspective of the patient. This includes both the range and operation of services.

Mr. Lansley: To ask the Secretary of State for Health what unplanned financial support is made available to NHS (a) trusts
and (b) primary care trusts which are forecasting a year-end deficit. [219391]
Mr. Hutton: The Department's policy is that in-year deficits occurring in national health service bodies because of poor financial
performance should not receive unplanned financial support, except in exceptional circumstances.
Exceptionally, the Department has agreed to provide Mid Yorkshire Hospitals NHS Trust with unplanned financial support of
£30 million in the 2004-05 financial year.
