John Cryer: To ask the Secretary of State for Health (1) which private healthcare companies expressed an interest in running the treatment centre at King George's Hospital, Redbridge; and what the criteria were used to award the contract; [133273] (2) if he will estimate how many patients will be treated at the treatment centre based at King George's Hospital, Redbridge; and if he will make a statement. [133274] Mr. Hutton: Anglo Canadian was announced as preferred bidder for the proposed treatment centre at King George's Hospital, Redbridge on 12 September. Their appointment is subject to final contract negotiation and agreement. Because of the commercial in confidence status of the procurement, it is not possible to list the other companies that expressed an interest in this scheme. The selection of the preferred bidders followed detailed evaluation of the submitted tenders. The evaluation criteria included clinical quality, building proposals, human resources, speed of mobilisation and delivery, affordability, value for money, bidders corporate structure and price. There was a structured scoring mechanism against each of these criteria and total scores assessed between bidders. It is expected that the treatment centre based at King George's Hospital will complete 11,800 procedures on average per year of the contract in ophthalmology, general surgery and trauma and orthopaedics. These are indicative activity levels and are subject to the possibility that it may make sense for the national health service and the preferred bidder to shift activity between different centres.

[130870] Mr. Hutton :[holding answers 18 September 2003]: Local primary care trusts (PCTs) have met with ophthalmologists and they have been actively involved in refining the proposal for a treatment centre for cataract surgery in Buckinghamshire and will continue to be involved in further developing the plans. Buckinghamshire hospitals trust has also been involved and will continue to be. Links are also being developed with local groups including patient support groups and the PCTs will be looking to work with them as the treatment centre plans progress. Treatment centres in Oxfordshire and Buckinghamshire will provide more choice for patients and provide services closer to home. Existing local services are held in high regard and an important outcome for local hospitals will be the opportunity of developing further their specialist service and chronic disease management. Clinicians and managers at Buckinghamshire hospitals trusts are involved in these discussions. Discussions have taken place with Stoke Mandeville hospital to ensure that the viability and quality of the current service will not be adversely affected. The treatment centre will offer additional opportunities for care of patients by increasing capacity and bringing down wait times and are a service enhancement to the PCT population. Treatment centres will be expected to be able to deal with typical surgical problems to at least the same standard as national health service providers. Local trusts, PCTs and new providers will agree protocols for referring and transferring patients who require emergency or urgent care that cannot be provided by the treatment centres. In autumn 2002, the NHS undertook a national capacity planning process led by local NHS commissioners. This identified a range of capacity gaps that needed to be met for the NHS to meet the waiting time target set for 2005. Where the NHS was not able to demonstrate robust plans to meet this demand the residual activity was included in the independent sector treatment centre programme. Advice and guidance has been made available to local NHS sponsors who are responsible for running an appropriate consultation with the patients and staff. I have been assured by the Thames Valley Strategic health authority that the treatment centre offers the opportunity to reduce waiting lists for cataract surgery further, with all the benefits that cataract surgery brings to the quality of life for older people. It also creates capacity in the ophthalmology departments of local trusts to enable more complex eye surgery to be carried out. The details of the scheme, together with a wider review of ophthalmology services generally, will be worked out locally with clinicians and other stakeholders. The specific issues raised in these questions will be managed locally as the NHS makes these new units a success. Letters have been received at the SHA from ophthalmologists in Buckinghamshire and Oxfordshire outlining local concerns. These have been addressed in meetings with clinicians and managers.

[119709] Mr. Hutton: The table shows how many ophthalmic surgical medical staff including consultant surgeons were practising in England in each of the last 11 years. Information on Scotland and Wales are matters for devolved Administration. Information for Northern Ireland is the responsibility of Ministers in the Northern Ireland Office, while the institutions there are dissolved. Consultants in ophthalmology have increased by 18 per cent. between September 1997 and March 2002. We expect to see further increases in the number of trained specialists available to take up consultant posts. Latest projections suggest that there will be around 820 consultants in ophthalmology by September 2004. This is part of the substantial planned expansion of the consultant workforce. As part of our radical approach to free up the training system in 2003-04, trusts will have the opportunity to fund up to 40 additional training posts in ophthalmology. This will support further increases in consultant numbers. Mr. Wray: To ask the Secretary of State for Health how many eye specialists there are in the UK; what their salary rates are; and what proposals he has to increase their number. [109205] Mr. Lammy: At March 2002 there were 687 consultants in ophthalmology in England. As at 30 September 2001 there were 359 registrars for ophthalmology in the national health service in England. The output from these existing registrar training places, together with other increases through improved recruitment and retention, international recruitment and promotion of flexible retirement after allowing for expected retirements in the specialty is expected to result in around 821 trained specialists being available in ophthalmology by 2004. In addition, since last year, trusts have been given the flexibility to fund additional specialist registrar posts where they choose to do so, up to a maximum in each specialty. This is enabling trusts to build a workforce capable of meeting local demand and improve the delivery of patient care. In 2003-04 this could amount to an additional 40 training opportunities nationally in ophthalmology. The current salary range for consultants is £52,640 to £68,505. Decisions on the level of remuneration for 2003-04 will be taken in the light of the report from the Doctors' and Dentists' Review Body when this is available. In addition, consultants can also receive consolidated pay through two other sources. These are discretionary points from their employers for above average contribution to local NHS services, or distinction awards for contributions to the wider NHS at regional, national or international level.

Mr. Wray: To ask the Secretary of State for Health what treatment is available on the NHS to visually impaired children; and what services are available to visually impaired children living in disadvantaged areas to assist them in managing in their neighbourhood environment. [87361] Mr. Lammy: The national health service provides ophthalmic services to visually impaired children, making use of a multi-disciplinary approach to meet their needs. The hospital eye service (HES) works closely with each child's general practitioner, education, social and rehabilitation services, exchanging reports and information. Ophthalmologists aim to identify the underlying cause of the problem and offer treatment if indicated. They also co-ordinate the response from the HES. Orthoptists work closely with ophthalmologists and assess visual function, visual acuity and binocular vision; under the direction of an ophthalmologist, they provide treatment aimed at improving visual acuity and oculo-motor control. Optometrists test the sight of visually impaired children and prescribe glasses and/or low vision aids. Children under the age of 16, and under the age of 19 in full-time education, are entitled to help with the cost of their glasses through the NHS voucher scheme. Optical low vision aids are supplied on loan through the HES. The Government's cross government programmes for children give priority to children in disadvantaged areas and to disabled children. Sure start partnerships aim to work with parents and children up to four years old to provide appropriate early intervention and support. The £450 million children's fund is being targeted on preventive work with children, primarily in the five to 13 age group and their families, helping them before they hit crisis. Under the Children Act 1989, local authority social services departments in England, working with other local authority departments and health authorities, have a duty to safeguard and promote the welfare of children in their area who are in need and to promote the upbringing of such children, wherever possible by their families, through providing an appropriate range of services. Under the definitions in the Children Act, all disabled children are included as children in need. A wide range of family support services is provided by the public and voluntary sectors. Services can include short- term breaks, guidance and counselling, day care, family centres and home help.
